Acknowledged for his decades of professional experience, Dr. Victor excelled in a number of capacities with Medical Emergency Services Associates S.C., a $22-million multihospital private emergency medicine practice, between 1974 and 1996. During this time, he functioned as an emergency medicine physician at both urban and suburban hospitals, department director and chief of emergency medicine at three of their client hospitals, the corporate vice president, and member of the board of directors. He also held positions as treasurer, and a member of the pension and profit-sharing committee.
After passing the bar examination, he worked of counsel for Bollinger, Rubery and Garvey from 1980 through 1999, focusing primarily on the defense of medical malpractice, toxic tort and personal injury cases, and has served as a consultant in law and medicine since that time. Dr. Victor was also active as an assistant professor in emergency medicine at the Northwestern University Feinberg School of Medicine from 1982 through 2002.
In addition to these positions, Dr. Victor served as the president of Advocate Advisory Services from 1985 to 2004 and as a leadership consultant at Lee Hecht Harrison from 1993 to 1996. He subsequently took on a new position as a medical director with United Healthcare, and a physician advisor from 2013 to 2016. In these roles, he focused on Medicare denial appeals, representing the company's clients' interests in administrative law hearings. Furthermore, Dr. Victor was recruited as a faculty member and an assistant clinical professor with the department of emergency medicine at the University of Illinois at Chicago from 1999 to 2019.
Dr. Victor has additionally dedicated his time and resources to Northwestern University and Northwestern Memorial Hospital as an emergency physician, assistant professor in the emergency medicine residency program, a member of the Institutional Review Board and a member of the executive utilization review committee. During his tenure, he, along with a peer physician/attorney, developed and taught a course in law and medicine that was part of the medical curriculum of Northwestern Medical School for many years.
Over the years, Dr. Victor has also served as the secretary for Vital Med Laboratories, Inc., the treasurer for the MESA Educational and Research Foundation, and the vice president of MESA Health Care Management and Care Services Corporation, all of which were subsidiaries of the parent corporation. He was also honored to be a member of the physician board of directors for UPI Insurance.
Prior to embarking on his professional path, Dr. Victor pursued an education at Wayne State University, earning a Bachelor of Science in biology in 1967. He continued his academic efforts with a Doctor of Osteopathic Medicine at Des Moines College of Osteopathic Medicine and Surgery in 1971, followed by his postgraduate years and fellowship with Good Samaritan Hospital in Dayton, OH. He concluded his formal studies at the Northern Illinois University College of Law in 1980, graduating with a Doctor of Jurisprudence. Licensed to practice medicine in Illinois, Dr. Victor has also garnered certifications from the American Board of Emergency Medicine and the American Board of Law in Medicine.
Beyond his primary professional responsibilities, Dr. Victor has participated in numerous endeavors in his field. In his legal career, he was admitted to practice before the Supreme Court of Illinois, the U.S. District Court for the Northern District of Illinois and the United States Court of Appeals for the Seventh Circuit. In his early years, he also served on then Indiana Governor Bowen's Commission on Emergency Medical Care, developing emergency care services for the state of Indiana.
Throughout his career, Dr. Victor has found success with his written works, co-authoring the second edition of "Risk Management Principles and Commentaries for the Medical Office," "The Defense of Lead Poisoning Claims," and articles and monographs for such publications as the Journal of the American Osteopathic Association, Medical Trial Technique Quarterly and the Journal of Trauma and Critical Care.
Dr. Victor has additionally made an impact in academia through a myriad of roles. As a clinical instructor, he has contributed to the department of family medicine at the Saint Joseph Hospital and lecturer at the Cook County Graduate School of Medicine. He has also served as a speaker for multiple postgraduate legal clinics in the Chicago area. Dr. Victor has also devoted his attention to the Chicago College of Osteopathic Medicine, the American College of Emergency Physicians and the American College of Osteopathic Emergency Physicians as a guest lecturer.
Dr. Victor has been affiliated with various organizations in relation to his areas of expertise. Throughout his career, he maintained his involvement in many capacities and committees for the Illinois and Indiana chapters of the American College of Emergency Physicians and served as President of the Illinois Chapter of the College as well as participating in its national organization, serving on multiple committees and the national council for some 13 years, and the American Medical Association as an alternate delegate to its council. He was also a member of the board of governors of the American College of Legal Medicine, the Governmental Affairs Council of the Illinois State Medical Society and the Medical-Legal Commission of the Chicago Bar Association. Likewise, Dr. Victor was also a representative to the Council of Affiliate Societies at the time emergency medicine became a specialty, and the Illinois State Bar Association, as well as the Chicago Academy of Law and Medicine.
As a testament to his exceptional undertakings, Dr. Victor has received several accolades throughout his impressive career. He was previously recognized with various awards and certificates from the American College of Emergency Physicians. He was a fellow of both the American College of Emergency Physicians and the American College of Legal Medicine.
