ROCHESTER, NY, February 18, 2021 /24-7PressRelease/ -- FDorothea de Zafra-Atwell has again been included in Marquis Who's Who. She has been designated a Distinguished Leader by Marquis and is a Lifetime Achievement awardee.
A steadfast advocate for lifelong learning, Ms. de Zafra-Atwell retired from her profession as a senior program analyst and the first science education program director at the National Institute on Alcohol Abuse and Alcoholism in 2003. For more than five years, she managed all aspects of the contracting process for the development and field testing of science education curriculum supplements related to alcohol abuse and alcoholism. Additionally, Ms. de Zafra-Atwell conducted management policy studies and program reviews, and presented reports with actionable recommendations.
During an earlier stage of her career, Ms. de Zafra-Atwell gained valuable expertise in varying positions with the United States Public Health Service (PHS), including being the PHS information systems security program manager and legislative, program, and management analyst. Reflecting on her experiences, she has spoken at several conferences and delivered the commencement speech in 2006 at the University of Pittsburgh's Graduate School of Public and International Affairs, her alma mater. She spoke at the 16th National Computer Security Conference regarding "Needs for the Nineties: Growing Professionalization of Security Training and Security Trainers." Though her career has been suffused with highlights, she is especially proud to have led a federal inter-agency work group that brought to fruition the first government-wide training standards in information systems security across civilian agencies, together with a model-learning continuum for implementation. Since its inception in 1998, these standards have had a considerable impact on the effectiveness of information systems security supporting federal government functions.
Before embarking on her professional journey, Ms. de Zafra-Atwell earned a Bachelor of Arts in non-Western civilizations from the University of Rochester. Following this accomplishment, she attained a Master of Public and International Affairs from the University of Pittsburgh. During her career she earned a diploma in information resources management from National Defense University, and in retirement became certified as a long-term care ombudsman. Throughout her career, Ms. de Zafra-Atwell has maintained her professional alignment with several organizations, including the University of Pittsburgh Alumni Association, Mensa, The Phi Beta Kappa Society, the American Society for Public Administration and the Federal Computer Security Program Managers Forum.
In retirement, Ms. de Zafra-Atwell contributes extensively to her community. She served 6 years as a member of the Lifelong Learning Advisory Council of the University of Rochester and 3 years on the Board of the Council of Former Federal Executives and Associates. In that capacity she was instrumental in opening public policy lectures by world-class speakers in Washington, D.C. to selected social studies teachers for in-service education credit and teaching enrichment. In previous years, she dedicated herself to volunteering with Alexandria City Schools (Virginia) and Earthwatch Institute, to name only a few. Supported by her years of expertise, she has authored, co-authored and edited several publications over the course of her career, including "Professional Standards and Ethics: A Workbook for Public Administrators," "Identification and Care of Fetal Alcohol-Exposed Children: A Guide for Primary Care Providers" and "Personal Steps to a Healthy Choice: A Woman's Guide."
In light of her outstanding body of work, Ms. de Zafra-Atwell has been recognized on numerous occasions, earning a Special Recognition Award and a Superior Performance Award through the United States Department of Health and Human Services, a Federal 100 Award through Federal Computer Week Magazine and an Educator of the Year Award through the Federal Information Systems Security Educators' Association. Following her retirement, she received both a Volunteer Service Award and a commencement speaker invitation through the University of Pittsburgh's Graduate School of Public and International Affairs for demonstrated dedication to students. Looking toward the future, Ms. de Zafra-Atwell seeks consultative and guest speaker opportunities to assist in updating and improving civics education at the high school level.
