Having garnered a laudable reputation as a trial attorney while a state prosecutor for the Department of the Attorney General in Rhode Island 1979-2005, Mr. McMahon retired from his profession in 2019; and presently consults and trains lawyers in the area of sexual assault cases, investigations and general criminal justice. As a trained advisor who boasts extensive expertise in government administration, law enforcement, emergency management, as well as trials, appeals and policy analysis, he served as the first litigation attorney advisor (HQE/LAA) on behalf of the U.S. Marine Corps in the Judge Advocate division on Okinawa between 2014 and 2019. Mr. McMahon's expertise also included working in private practice as a partner at the Newport firm of Faerber and McMahon in 1985.
Upon retirement as a prosecutor, Mr. McMahon spent nearly a decade as a senior veteran service representative for the U.S. Department of Veteran Affairs between 2005 and 2014, where he not only assisted veterans in receiving their benefits, but was a sub-committee Chairperson of the Task Force that founded the Veteran's Diversion Court of the RI District Court. Upon founding, he served as the VA liaison officer to the Court. Inter alia, he also excelled as a congressional liaison; and as a military service coordinator in Germany in 2012. He rebuilt the office union (local 100 AFGE) serving in all capacities, and was elected president of the Employee Association.
While working for the Department of the Attorney General, Mr. McMahon was notably involved with establishing the Rhode Island Children Advocacy Center. Assigned to the task force by the Attorney General, the opportunity was extremely rewarding as the Center granted a voice to abused children. In late, 1982 he was tasked with establishing Rhode Island's first ever Violent Juvenile Prosecution Unit, where he wrote a federal grant which enlarged the unit to its still present day size. From 1983 -1984, he served on the delinquency prevention task force, and the juvenile probation standards task force. Subsequently, he became active on the executive committee of the Attorney General's task force on sexual and violent physical abuse of children between 1990 and 1998. He was hand selected to reopen the Washington and Newport county offices of the Attorney General. 10 of his successful prosecutions made law at the Rhode Island Supreme Court review.
Extending his legal responsibilities, Mr. McMahon has been teaching criminal justice topics at the academic level for more than 35 years, and continues as a guest lecturer. He previously taught courses at the National Advocacy Center in Columbia, South Carolina, between 2000 and 2006. Likewise, Mr. McMahon was an adjunct faculty member at the Community College of Rhode Island from 1988 until 2005 and Roger Williams Univ., 1985, 2006-2014. He also lectured for the RI Bar Association, at Johnson&Wales Univ., Salve Regina Univ., Naval Justice School, Univ., of Rhode Island Crime Lab, National College of District Attorneys, RI Supreme Court, and Bristol Community College.
As the son of immigrants, Mr. McMahon was also drawn to service in the military. He joined the U.S. Marine Corps PLC program in 1968 while in college. He served to the rank of a lieutenant colonel, retiring in 1999. He served active duty 1974-1979 as a judge advocate on Okinawa and Newport, RI. As a reservist he Commanded both RI Marine units; the Transport Company, 6th Motor Transport Battalion, and the Mobilization Training Unit of the Naval War College. He also served as a staff logistics officer for the 25th Marine Regiment, Massachutes; and was called up during Desert Storm to be the interim Commanding Officer of the Navy Legal Services Office, Navbase, Newport, RI. He is a plankowner as the legal officer of the newly stood up, 2nd Marine Expeditionary Brigade, 1980.
Involved in an abundance of civic, charitable and educational causes over the years, Mr. McMahon initially was a manager in the Newport American Little League for six years, and subsequently on the board of directors. He was on the board of directors of the Rhode Island Children's Advocacy Center, then their parent organization Rhode Island Rape Crisis Center (now DayOne). He coached with Portsmouth Pop Warner between 1998 and 2000. Mr. McMahon volunteered with the Paralegal advisory board at Roger Williams University from 1984 to 2014, including as the chairperson between 2012 and 2014. He volunteered with the St Vincent de Paul summer camp for under-privileged children 1967-71. He is most proud of his own four children! Each have volunteered over the years.
Mr. McMahon graduated from Cardinal Hayes, HS in the Bronx. He earned a Bachelor of Arts in history in 1971 from Fordham University, graduating on the Dean's List. He was a member of the 1968 National Championship Club Football team. He earned a Doctor of Jurisprudence in 1974 from Fordham Law School. He also completed a Master of Art in human development and management at Salve Regina University, in 1980. Mr. McMahon has been admitted to practice law by the New York and Rhode Island Bar Associations, the U.S. Court of Military Appeals, the U.S. District Court of Rhode Island and the Supreme Court of the United States.
Supporting his legal career, Mr. McMahon has been a member of the Rhode Island Bar Association, for which he was a member of the Criminal Bench-Bar committee since 1978, serving as a co-chairperson between 2008 and 2012. Mr. McMahon was named as a Junior Officer of the Year by the U.S. Navy Base in 1979. He was also bestowed with an Outstanding Young American Award in 1981, a Rhode Island Commendation Medal in 1999 and an Outstanding Civilian Service Award in 2019.
