His expertise includes practicing before the U.S. Court of Federal Claims and the U.S. District Court, as well as the federal appellate courts, regarding federal contracting cases. Mr. Thomas also works with federal contract clients whose businesses require legal representation regarding teaming, joint venture and subcontract agreements and those individuals who have not been compensated properly by filing complaints with U.S. Boards of Contract Appeals and the U.S. Court of Federal Claims. He has notably testified before committees of the U.S. House of Representatives and the U.S. Senate approximately three dozen times.
Prior to establishing his own firm in 2017, Mr. Thomas held numerous leading roles at major firms throughout Washington, D.C., including Barton, Baker, Thomas & Tolle LLP as a name partner, and Buchanan Ingersoll & Rooney, PC, as Counsel. Additionally, he spent seven years as an executive director for the National Association of Minority Contractors in Washington from 1985 to 1992 and another 13 years as an associate administrator for small/disadvantaged business utilization at NASA from 1992 to 2005.
Mr. Thomas's professional journey included teaching as an adjunct professor of law at the Concord Law School of Kaplan University from 2012 to 2016 and at the University of Virginia from 1989 to 1991. He also had the opportunity to serve as chairman of the Federal Small Business Directors Interagency Council and on the board of directors of the Senior Executives Association, and as a solicitor for the Bar of England and Wales. Mr. Thomas notably authored or co-authored numerous legal articles to professional journals, and is the author of the 1997 novel "Extreme Flashbacks."
Through his community, Mr. Thomas has been instrumental with various initiatives. He was a member of the President's Interagency Working Group on Minority Business Development during 1995 and the chairman of the Maunaolu College of Maui Reunion Association from 2012 to 2014. He is currently affiliated as a member of the Harvard Club of D.C., the University of California Berkeley Association of D.C., and the Frederick High School Association.
Mr. Thomas attended the University of California Berkeley, where he achieved a Bachelor of Arts with Honors in criminology in 1975. He was then accepted to Harvard University, where he achieved a Doctor of Jurisprudence in 1978. He has been admitted to the D.C. Bar Association, as well as the Bar of England and Wales. Prior to attending college, Mr. Thomas served his country in the U.S. Air Force from 1967 to 1971, serving in Vietnam for one year before being honorably discharged as a staff sergeant.
To support his professional endeavors, Mr. Thomas has been a member of the American Bar Association, the D.C. Bar Association, and the Law Society of England and Wales, and is a member and former chairman of the government contracts section of the Federal Bar Association. He is also a life member of the Vietnam Veterans of America and a member of the Harvard Law School Alumni Association and the California Alumni Association.
As a testament to his success and longevity in the field of law, Mr. Thomas has received over 40 awards from the federal government, Congress, various major trade associations, international entities and major corporations. He was recently honored with a Distinguished Graduate Award from Saint John Elementary Catholic School in 2020 and a Distinguished Alumnus Award from Frederick High School in 2019. He was also the recipient of the Parren J. Mitchell Advocacy Award from the National Association of Minority Contractors in 2019. He was named to Best Attorneys in America in 2018.
