Driven to help those that cannot help themselves, Mr. Rosca pursued a career in law. After earning a Master of Business Administration in international business from Baldwin Wallace University during the early-2000s, he worked as an international business manager for a media company, where he served between 2003 and 2005. Following this accomplishment, he received a Doctor of Jurisprudence from Cleveland State University's Marshall College of Law in 2008. Upon graduating, Mr. Rosca passed the Ohio Bar exam in the top one percentile and began as an attorney at law for a Cleveland law firm that represents investors nationwide.
Throughout the course of his career, Mr. Rosca became licensed to practice through the U.S. District Courts for the Northern and Southern Districts of Ohio and the District of Nebraska, as well as the U.S. Court of Appeals for the Fourth Circuit. In 2013, he established Rosca Law Firm, where he focused his practice on securities litigation and arbitration cases arising out of investment-related disputes, and began working as a partner with a law firm that represented victims of investment fraud across the country and around the world. Supported by his extensive experience, Mr. Rosca presently excels as the Honorary Consul General of Romania in Ohio, an adjunct professor of securities regulation at Cleveland State University, and a partner and attorney with Goldman Scarlato & Penny.
Additionally, Mr. Rosca established another eponymous firm, Rosca Law, where he focuses on complex litigation, including securities class actions, securities arbitration cases, antitrust, international investment disputes, ERISA matters, qui tam whistleblower cases and more. He frequently represents institutional and individual investors in disputes with financial industry members arising out of investment fraud or misconduct, and practices in the areas of wage-and-hour and other labor-related disputes. In light of his professional background, Mr. Rosca has also contributed to various articles in Entrepreneur, Money and Crane magazines, and served as a managing editor of the Cleveland State Law Review.
To contribute to excellence in the practice of law, Mr. Rosca aligns himself with the Public Investor Arbitration Bar Association, where he serves on the Amicus Committee and the Cleveland Metropolitan Bar Association. For his outstanding body of work, he received numerous awards through the Public Investor Arbitration Bar Association, the Best Oralist Award through the Jessup Moot Court Competition and the Ohio Super Lawyers Rising Star Award in 2017 and 2018. Within the next five years, Mr. Rosca intends to continue to expand his practice on an international scale. Mr. Rosca is also a member of the Cleveland Diplomatic Corps.
