Dr. Samuelson has found much success as the president and owner of InfoLogix, Inc. in Annandale, Virginia since 1988. Through InfoLogix, he has provided consulting services to clients in disaster response and preparedness, information technology, artificial intelligence, computer modeling and simulation, health care policy, wargaming and litigation support. He has also worked as a senior operations research analyst for Group W, analyzing Marine force structures and supporting military campaign assessment in the Republic of Korea; as a principal decision scientist for Great-Circle Technologies, developing system architectures and strategies for cyber-counterintelligence; and as a senior analyst for Homeland Security Institute, leading the team that produced a pioneering agent-based model of mass egress following an Improvised Explosive Device attack on a sports stadium. The latter work led to a consulting role for the U. S. Secret Service in protecting events such as national nominating conventions. Early in his career, he was a Federal policy analyst for seven years. He then co-founded a small consulting company that developed into International Telesystems Corporation, an industry leader in computer-based telephone call centers, going from startup to a multimillion-dollar buyout in ten years. Dr. Samuelson has also taught courses at several institutions, including Memphis State University, the George Washington University, George Mason University, and the University of Pennsylvania. He also held research fellow appointments at the Krasnow Institute for Advanced Studies at George Mason University, and the Ackoff Center for the Advancement of Systems Approaches at the University of Pennsylvania.
Over the years, Dr. Samuelson has been esteemed as a writer as well, having contributed to various columns and features for several trade magazines. His "ORacle" column in OR/MS Today ran for 32 years and 183 columns. That and his 89 feature articles for that publication and its online "sister," Analytics, are records no one else is likely to approach. He also co-edited and contributed to such publications as "Human Rights and Statistics: Getting the Record Straight" in 1992 and "Health Information and Ethics: Protecting Fundamental Human Rights" in 1997. In 2020, he contributed a chapter on the interactions among artificial intelligence, data science and metrics to a book, "Data Analytics and AI." Furthermore, Dr. Samuelson has provided his research to approximately 100 articles featured in scholarly journals.
Among his most noteworthy accomplishments in the field, Dr. Samuelson conducted an analysis of oil supply disruptions that was instrumental in the U.S. decision not to intervene in the 1980-87 war between Iraq and Iran, quite possibly averting escalation to a major superpower conflict. He was also instrumental in a legal case between the U.S. and Exxon regarding price regulation, resulting in a $2 billion judgment, the largest in the history of the Federal courts at the time. He also played a key role in developing methods to assess the effects of unexploded land mines, which substantially promoted the adoption of the International Treaty to Ban Land Mines. The advocacy group that pushed this treaty through was awarded the 1997 Nobel Peace Prize. Dr. Samuelson holds three patents for systems for regulating arrivals of customers to servers, especially relating to predictive dialing. The first of these patents revolutionized the call centers industry and opened a new research area, the analysis of queueing systems in which customers arrive not at random but in response to a system-initiated action. That patent has been referenced, as of this writing, by 56 others in the U.S.
Dr. Samuelson earned a Bachelor of Arts in statistics at the University of California in 1969. He later concluded his studies at the George Washington University, from which he obtained a master's degree in 1981 and a Doctor of Science in operations research in 1990. Subsequently, Dr. Samuelson was recruited a member of the board of directors and eventually as president (1999-2000) of the George Washington University Engineer Alumni Association and received that Association's Distinguished Service Award in 2000.
A respected member of several industry-related organizations, Dr. Samuelson is affiliated with the Military Operations Research Society and the American Statistical Association. He was elected to the board of directors for the Institute for Operations Research and the Management Sciences (INFORMS), 1998-2000, and a number of lesser offices, including three non-consecutive terms as president of the Washington OR/MS Council. He was a founding member of the Committee on Scientific Freedom and Human Rights, and chair 1985-88, and is now a member of the anti-racism taskforce for the American Statistical Association.
In 2006, Dr. Samuelson was honored with an SAS Silver Circle Achievement Award. A celebrated Marquis listee, he has been featured in approximately 25 editions of Who's Who in America, Who's Who in Science and Engineering and Who's Who in the World. Since 2016, Dr. Samuelson has served on the advisory board for the Health Services Agencies of Northern Virginia, for which he has been additionally active as the vice chairman since 2020.
