Driven to pursue a career in law, Mr. Baker earned a Bachelor of Arts in government and sociology from the University of Virginia in 1996 and a Doctor of Jurisprudence from Vanderbilt University Law School in 1999. Upon his graduation, he began his career as a law clerk for the U.S. District Court for the Eastern District of Virginia, for which he served until 2000. Over the years, Mr. Baker gained valuable expertise as an associate attorney with Bracewell & Patterson LLP and LeClair Ryan P.C.
Mr. Baker subsequently became Assistant Counsel to the Inspector General of the U.S. Department of Housing and Urban Development, and as a member of the Alexandria Consumer Affairs Commission. In order to further his skill set, he recently became an Accredited Mortgage Professional through the Mortgage Banking Association and certified in operational risk management through the American Bankers Association. Mr. Baker currently excels as the Deputy Chief Counsel of the Federal Housing Finance Agency's Office of the Inspector General (FHFA-OIG). Since 2010, he has provided legal guidance to executives and line staff to support his organization's oversight mission. Mr. Baker has also found success with the Federal Housing Finance Agency's Office of the Inspector General as the Acting Associate Inspector General for Compliance starting in 2019, and in this additional capacity has led his organization's assessments of the Agency's compliance with particular oversight recommendations and its implementation of required corrective actions.
In order to remain aware of ongoing professional developments, Mr. Baker is affiliated with the American Bankers Association, the Mortgage Bankers Association, the National Eagle Scout Association and the University of Virginia Alumni Association.
In light of his professional achievements, Mr. Baker received the Barry R. Snyder Joint Award and the Inspector General Individual Excellence Award. Looking forward, he aims to develop his leadership abilities, specifically within the areas of housing and housing finance.
