Having accrued more than 40 years of inimitable expertise in the fields of legal services and education, Mr. Flanagan has garnered a laudable reputation as an author and instructor at numerous academic institutions. He initially began his career as an associate attorney on behalf of Creede, Dawson and McElrath in Fresno, California, from 1962 until 1964, whereupon he became a partner at Pettitt, Blumberg and Sherr and successor firms between 1964 and 1975. Entering private practice shortly thereafter, Mr. Flanagan maintained offices in Clovis and later in North Fork, where he focused on the general office, trial and appellate practice of law including many other areas of the law. Additionally, he served as counsel for the Standing Chapter 13 Trustee and as a staff member for the Greater Fresno Area Chamber of Commerce until his retirement in 2014.
After embarking upon his legal career, Mr. Flanagan served as a judge pro-tem for the Fresno County Superior Court and as a general counsel for the Kings River Water Association during the mid- to late-1970s. He was also responsible for founding the Business and Nonprofit Development Center. Moreover, he became active in academia, beginning in 1986 as a teacher of business courses and dispute resolution at California State University in Fresno. He was subsequently acquired by the Notre Dame de Namur University in 1991, where he taught courses in the MBA program. Furthermore, Mr. Flanagan taught courses at National University, a private university in La Jolla, and Emerson Theological Institute in Oakhurst and notably created and taught two courses in water law at Humphreys College of Law.
A gifted writer, Mr. Flanagan scribed "California Water District Laws" in 1962. He also contributed a weekly column in two local newspapers and has since authored the book, "Managing Conflict-Strategies to Create & Teach Resolution of Conflict," (2016) followed by "Resolving Conflict by Mediation" in 2019 as a co-author. Mr. Flanagan is currently working on three more books; "Conversation Without Conflict," "Dinosaur Lawyer" and "Irish Boy."
Long dedicated to civic advocacy, Mr. Flanagan was active on the board of directors of the Fresno Facts Foundation, served as the president and a board director of the Third Floor Central California, and held the role of the California secretary for the Coarsegold Resource Conservation District. Likewise, he chaired the Sierra Vista National Scenic Byway Association, and co-founded the Clovis Big Dry Creek Historical Society.
Attending Stanford University, Mr. Flanagan attained a Bachelor of Arts in political science in 1956, and a Doctor of Jurisprudence in 1961. While pursuing his degrees, he served his country in active duty with the U.S. Marine Corps between 1956 and 1958 and in the U.S. Marine Corps Reserves until 1964. Mr. Flanagan has been admitted to practice law by the Oregon and California Bar Associations, the U.S. District Court for the Eastern, Southern and Northern Districts of California and the U.S. Court of Appeals for the Ninth Circuit.
To remain aware of developments effecting his area of expertise, Mr. Flanagan is member of the California Bar Association, the Fresno County Bar Association, the Fresno Trial Lawyers Association and the American Arbitration Association and is a former chapter president of the California and Fresno Trial Lawyers Associations. He is also a lifetime member of the Stanford Alumni Association, a past member of the Clovis Chambers of Commerce and the Western Association of Chamber Executives and is a former secretary and past president of the North Fork Chamber of Commerce, for which he has presided as its executive director since 2000. Among other affiliations, Mr. Flanagan is a life member of the Marine Corps League and Military Officers of America and has served in various capacities with the Knights of Columbus.
Recognized for his achievements, Mr. Flanagan received a President's Award from Fresno Jaycees and a Service Award from Stanford Alumni Association as well as a 50 Year Service Award from the California State Bar. A celebrated Marquis listee, he has been showcased in over 20 editions of Who's Who in America, Who's Who in American Education, Who's Who in American Law and Who's Who in the World. Outside of his professional circles, Mr. Flanagan is an avid writer, gardener, golfer and angler.
