Dr. Gheorghe is a professor of engineering management and system engineering and a Batten endowed chair of system engineering at Old Dominion University in Norfolk, Virginia. He is also a faculty member at the University Politehnica of Bucharest in Romania, where he once taught full-time as an assistant professor and senior lecturer between 1968 and 1980. Additionally, he has found success as an international science steering committee member for the Integrated Risk Governor in Beijing and as the international science director for the Center for Understanding Change since 2011. Renowned for his expertise in system of systems engineering and blockchain technology, Dr. Gheorghe is a recognized safety, engineering management and system engineer whose research has included national aviation system risks and the use of unmanned aircraft vehicles.
Delivering lectures, conducting research and overseeing an international project development at the university, Dr. Gheorghe has enjoyed the many opportunities he has been afforded on campus. Among them, he was appointed as the chairperson of the department of engineering management and systems engineering and was the director for the Center for Critical Space Infrastructure.
In the field, Dr. Gheorghe gained recognition for his contributions as the acting director of the Swiss Project for Risk and Safety Technology System, Swiss Federal Institute of Technology, in Zurich from 1993 to 2006. He was also the project manager at the Joint Research Center in Ispra, Italy, for the European Commission, from 2004 to 2005 and for the Regional Vulnerability Assessment from 2004 to 2006. Other commitments to his credit have included activity with Next Generation Infrastructures in Virginia Beach, Virginia, as an organizer of its international conference, and the European Foundation for Risk and Communication Management as an honorary president. Dr. Gheorghe has also been active on many committees in his area of expertise.
Apart from his full-time responsibilities at the University, Dr. Gheorghe has served as a guest professor at Beijing Norman University since 2010. He is also an external consultant on a project at the University of Tokyo, an expert-at-large for energy security and safety at the East West Institute in New York and Brussels, Belgium and an expert on behalf of the U.S. National Task Forces of the Science Applications International Corporation. Likewise, Dr. Gheorghe has maintained involvement as the director of the Energy Research and Education Cluster in Virginia since 2008.
Writing extensively, Dr. Gheorghe has authored multiple scholarly articles and has served in various editorial roles for such prominent professional journals as the International Journal of Risk Assessment and Management, the International Journal of Border Security and Immigration Policy and the International Journal of Systems Engineering. He has also contributed to the field by serving as a keynote speaker at the Global Action Submit in Nashville, Tennessee, and the Congress on the Future of Engineering Software conference in Phoenix. A Ford Foundation fellow, Dr. Gheorghe also received a research grant for his work in 2017.
Affiliated with a multitude of professional organizations throughout his career, Dr. Gheorghe is presently a member of the Block Chain and Crypto Valley Organization, the vice president of the Global Security Forum, an honorary president and senior scientist of the EURISC Foundation, an executive board member and elected fellow of the Society for Risk Analysis and, among others, an elected fellow for the Society for Risk Analysis of Europe. Additionally, he is an honorary member of the Austrian Society for Cybernetic Studies, Trustnet, the Swiss Society of Risk and Safety, the Cryptovally Association and several other professional societies. Dr. Gheorghe is also the honorary president of the Romanian Association of Protection of Critical Infrastructures.
Highly educated, Dr. Gheorghe received an undergraduate degree in power engineering and a Doctor of Philosophy in energy systems at the University Politehnica of Bucharest in 1968 and 1971, respectively. He subsequently spent time as a research fellow at Stanford University in the U.S., where he also received a certificate in engineering economics in 1973. Following this accomplishment, he earned a Doctor of Philosophy in systems science at the University of London in 1975. Completing several more fellowships in Austria, Japan and the Netherlands over the next decade, Dr. Gheorghe also attained a Master of Science in engineering and economics at the University Politehnica in 1978 and a Master of Business Administration at the Academy of Economic Studies in 1985. He notably served as a lieutenant major in the Romanian military between 1968 and 1969 while pursuing his studies.
