A renowned attorney, Mr. Murray was appointed as a Special Counsel for the Office of Chief Counsel at the Internal Revenue Service (IRS) with the U.S. Department of the Treasury in 2019. Practicing law since 1974, he notably worked on tax legislation in previous positions including Special Counsel (Legislation) for the Office of the Chief Counsel for the Internal Revenue Service, U.S. Department of the Treasury and the Vice President of Tax Policy for the National Foreign Trade Council. Mr. Murray subsequently served as Deputy Assistant Attorney General for the Tax Division for the U.S. Department of Justice in 2006, and as a managing director at Grant Thornton LLP for 10 years between 2007 and 2017. He has served twice as a member and is a former Chair of the U.S. Internal Revenue Service Advisory Council (formerly Commissioner's Advisory Group); former member of the U.S. Internal Revenue Service Information Reporting Program Advisory Committee, former Advisor to the International Tax Working Group of the United States Senate Finance Committee; and a former member, Commissioner's Advisory Council, Department of Taxation and Finance, State of New York.
Affiliated with the University of Florida between 2017 and 2019, Mr. Murray was active as a professor of taxation practice and the Director of the highly ranked Graduate Tax Program in the Fredric G. Levin College of Law. He also taught as an adjunct professor of law at Georgetown University Law Center from 2004 to 2017 and the University of Houston Law Center from 1984 to 1992, and in similar roles at the Jones Graduate School of Business at Rice University and the School of Law at the University of Texas at Austin. He has also severed as a faculty lecturer at New York University School of Law, and has lectured before various associations and other universities, lending his expertise on various committees and boards, and contributing articles to various professional publications.
A member of the tax advisory group and life member of the American Law Institute, he has been recruited as a member of numerous committees of various professional organizations, including the State Bar of Texas, and the Council of the Tax Section of the Federal Bar Association. Also respected as the vice chairman for continuing legal education for the Tax Section of the American Bar Association, Mr. Murray is a founder and the past president and former secretary of the International Tax Forum of Houston in addition to being an elected fellow of the American College of Tax Counsel. He served on panels of commercial and international arbitrators of the American Arbitration Association.
Apart from his paid positions, Mr. Murray has provided his time and attention to local churches and other non-profits, as well as in the arts, including the Executive Committee of the Board of the Houston Symphony. Since 1993, he has served as a member of the Red Mass committee for the Archdiocese of Washington.
An alumnus of Rice University, Mr. Murray studied engineering and computer science before obtaining a Bachelor of Arts in economics and accounting in 1972. Shortly thereafter, he earned a law degree at the University of Texas in 1974. He is a Certified Public Accountant in Texas, Florida and Maryland, and is Board Certified in Tax Law by the Texas Board of Legal Specialization. Mr. Murray has been admitted to practice law by the State of Texas, the State of New York, the District of Columbia, the State of Maryland, as well as the U.S. District Court for the Southern and Eastern Districts of Texas, the U.S. Court of Claims, the U.S. Tax Court, the U.S. Court of Appeals for the Second, Fifth, D.C. and Federal Circuits, the Supreme Court of the United States and the U.S. Court of International Trade.
Honored for his work, Mr. Murray cites winning the Kenneth H. Liles Award for Distinguished Service from the Federal Bar Association among his greatest professional achievements. He was also knighted to the Equestrian Order of the Holy Sepulchre of Jerusalem in 1998, notably serving as a knight commander in 2005.
