Now retired from his careers as a diplomat and business executive, Dr. Malley had an incredible tenure in foreign affairs as an officer of the U.S. Department of State and Agency for International Development between 1961 and 1994. He worked in numerous Asian and African countries during the Cold War (including Korea, India, Nepal, Pakistan, Bangladesh, the Democratic Republic of the Congo, Kenya, and others), as well as in Washington D.C. He also served for three years as U.S. Representative on the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD) in Paris, France. And in 1982 he was Director of the U.S. Trade and Development Agency (TDA) in Washington, D.C.
Following his government career, he spent 12 years as the Senior Group Advisor and a Senior Executive with the Halla Business Group, a global heavy industry manufacturing group, sister to Hyun Dai Group, in Seoul, Korea, Washington D.C., New York City, and New Jersey. He was also Chairman of the Board of Halla America Inc., a subsidiary covering North and South America. Earlier he was Vice President International of Silopress Inc., an agricultural equipment firm with headquarters in Iowa, and an economist and financial analyst with Texaco Oil in New York City. He also undertook many special foreign assignments for consulting firms, and has been a speaker in demand by cruise ship and other companies.
Dr. Malley is also a U.S. Air Force officer, serving on extended active duty during the Korean War and on active reserve duty for almost 20 years during the Cold War, mostly in intelligence. He is now a Major on the Air Force Reserve Retired List. He has diplomas from specialty military schools, and has received several awards and medals.
In civic affairs, among other things, he was active on the boards of the University of California Los Angeles (UCLA), and the business school of Long Island University (LIU) in New York.
In addition to these careers, Dr. Malley continues to contribute by writing, lecturing, and teaching part-time. He has published three books. "My Global Life: A Conversation with Raymond Malley" was released in 2012; it is a memoir describing his role in negotiating and managing foreign assistance programs during and after the Cold War, plus his involvement in policies regarding such assistance. He describes his early life in "My Life and Thoughts: The Formative Years," published in 2014; followed by "Cold Waters: My Ship Adventures in the Arctic, Antarctica, and North Atlantic" in 2018. He is now working on a fourth book giving his views on U.S. public affairs controversies and policies. And he teaches occasional courses on international affairs topics at the Extended Learning Department of Dartmouth College in Hanover, New Hampshire.
He has degrees from The Fletcher School of Law and Diplomacy, jointly managed by Tufts University and Harvard University, in Massachusetts; the Graduate Institute of International Studies in Geneva, Switzerland; and Boston University. And diplomas from several specialty U.S. Air Force and U.S. Army schools.
Dr. Malley enjoys memberships in several professional and avocational organizations. Among them are the American Foreign Service Association (AFSA), Washington, D.C.; DACOR – An Organization of Foreign Affairs Professionals, Washington D.C.; the Reserve Officers Association (ROA), Washington, D.C.; the American Legion, Indiana; the Air Force Association AFA), Arlington, Virginia; the Harvard Faculty Club, Cambridge, Massachusetts; the Harvard Club of Boston; and the Acadian Cultural Society, Shippagan, New Brunswick, Canada. (He is a dual citizen of the U.S. and Canada.) He has long been active in tennis, and is an internationally ranked senior player and member of the U.S. and France tennis associations.
