Mr. Haynes graduated with a B.S. in Industrial Engineering from Northeastern University (Boston) in 1960, and with an MBA in R&D Management from The American University (Washington D.C.) in 1968. He was commissioned as a 1st Lieutenant, and served with the 91st Engineer Battalion (c) until 1964. He held subsequent positions with Alcoa, Sylvania Electric, the Management Engineering Program U.S. Air Force, Air Staff, the U.S. General Accounting Office, and then became the Director of the Cooperative Generic Technology Program, U. S. Department of Commerce. Following his retirement from the U.S. Department of Commerce he established Haynes & Haynes LLC where he and his wife, also a P.E., focused their energies on the development of "Customized Productivity and innovation measures" for applications in domestic & foreign manufacturing enterprises. Mr. Haynes also holds a U.S. Coast Guard License as a Marine Officer, and founded the Castle Harbor Yacht Club, (Chesapeake Bay).
As a proven leader in government & industry, he has represented the United States at the OECD, UNIDO and, for several years, was the Dean of the Visiting Faculty, Dalian University of Technology (PRC). He further contributed his time and expertise to Fairfax County, Virginia as Auditor-at-Large and to the Wilton Woods Citizen's Association. Significant time has been spent in the Peoples Republic of China as a Group Leader for People to People Technology Exchange Programs with colleges, universities and industrial activities. Additionally, Mr. Haynes has authored numerous technical articles in local and international scholarly journals.
Mr. Haynes is an elected Fellow and former International Vice President of the American Institute of Industrial Engineers. He is also a recognized Member of the Society of Manufacturing Engineers, the international Order of the Engineer and the World Future Society. Eminently qualified in his field, he is a Registered Professional Engineer in the state of Massachusetts.
