Dr. Dodgen has been the senior advisor for strategy, policy, planning and requirements for the Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS) in Washington, DC, since 2018. Affiliated with HHS since 2003, he has received frequent recognition for his passion and leadership in addressing national crises including hurricanes and other natural disasters, mass violence, the opioid epidemic, COVID-19 and other public health emergencies, with a high level of competency and diligence. He began his federal career as the first emergency management coordinator for the U.S. Substance Abuse and Mental Health Services Administration, a position established in the wake of September 11, for which Dr. Dodgen was recruited. Dr. Dodgen subsequently transitioned into the role of the director of the division for At-Risk Individuals, Behavioral Health and Community Resilience at ASPR in 2006 following his critical work in the response to Hurricane Katrina. After a decade in this position, he spent another year as the director of operational policy and strategic planning.
Prior to his work with HHS, Dr. Dodgen found success as a senior federal affairs officer for the American Psychological Association in Washington, DC, from 1997 to 2003. He was also a congressional fellow for the U.S. House of Representatives and a clinical psychologist for Didi Hirsch Community Mental Health Center in Los Angeles, CA.
Dr. Dodgen's commitment to public service extends beyond his professional employment. Dr. Dodgen chaired the National Child and Adolescent Mental Health Coalition in Washington, DC, from 1997 until 2003 and founded the Pentagon Mental Health Response Coalition in Washington following the terrorist attacks of 9/11. He also devoted two years to the mental health steering committee of the Metropolitan Washington Council of Governments in Washington from 2003 to 2005 and was a board director of Woodley House from 2012 to 2018. Woodley House is a notable community-based organization that seeks to help those suffering from mental illness. Dr. Dodgen is also an ambassador for the Smithsonian Institution, a member of the American Film Institute, and a supporter of the Trevor Project and the Point Foundation.
To prepare for his career, Dr. Dodgen earned a Bachelor of Arts in psychology and Spanish at the University of Southern California, where he graduated Phi Beta Kappa in 1986, and a Master of Arts and Doctor of Philosophy in clinical psychology at the University of Houston in 1990 and 1995, respectively. In addition to his clinical psychology internship and his fellowship with the American Association for the Advancement of Science, he completed a senior executive fellowship at Harvard University in 2016. Dr. Dodgen has been a licensed clinical psychologist in Washington, DC, since 2000.
Dr. Dodgen is an elected fellow of the American Psychological Association, where he was also appointed to the Board for the Advancement of Psychology in the Public Interest in 2020. He serves on multiple scientific journal editorial boards and was elected to the Society for Child and Family Policy and Practice Board on Child Maltreatment in 2019. Dr. Dodgen also serves on the board of directors for the International Association of Applied Psychology and is the president of its Division of Clinical and Community Psychology. In 2005, Dr. Dodgen was selected for an Early Career Contribution Award by the American Psychological Association. He was previously recognized as a Scholar in Rehabilitation Policy through the Mary Switzer Foundation in 2000.
