Specializing in providing forensic evaluations, consultations, and court testimony, Dr. Kim has made it his mission to provide a full range of psychological services to the community, as well as the civil and criminal justice system. Throughout his career as a forensic psychologist, he has conducted fitness evaluations and individualized treatment planning in interdisciplinary teams, evaluations for involuntary admission, and second level reviews of privilege proposals for patients acquitted not guilty by reason of insanity. Moreover, he has conducted psychological testing, individual therapy, the facilitation of treatment groups, and the development of behavior programs for complex and problematic patients. Beginning in 2007, he has established himself as the Owner of Ray S. Kim, Ph.D. and Associates, Inc. Additionally, he has found success as the Director of Chicago Metropolitan Forensic Services of the Illinois Department of Human Services since 2005.
With Chicago Metropolitan Forensic Services, Dr. Kim manages a statewide forensic program that serves individuals court-ordered for evaluation and treatment on an outpatient basis. Additionally, he supervises a team of clinical psychologists and social workers who evaluate defendants in correctional facilities across Cook County and beyond. Since 1997, he has found further success as a clinical psychologist at Centegra Horizons Behavioral Health, an associate psychologist at Patrick J. Kennelly, PhD and Associates, P.C., and an allied health professional at Alexian Brothers Behavioral Health Hospital.
Through doing volunteer work at a young age, Dr. Kim knew he wanted to pursue a career in clinical psychology. After completing the Benton J. Underwood Fellowship at Northwestern University in 1987, he obtained a Bachelor of Arts in psychology in 1988 and a Master of Arts in clinical psychology from Temple University in 1991. During this time, he began his career as a therapist with the child and adolescent anxiety disorders clinic and a clinician at the psychological services center, both within the Department of Psychology at Temple University. He continued his education at Temple University and graduated with a Doctor of Philosophy in clinical psychology in 1994. Further pursuing his goals, he completed postdoctoral studies in child and adolescent psychology through the Rogers Park Child and Adolescent Services Program in 1995 and postdoctoral studies in forensic psychology through the forensic treatment program at the Elgin Mental Health Center in 1996.
Dr. Kim is proud to be renowned as one of the first psychologists trained by the Illinois Department of Human Services to evaluate offenders for sexual dangerousness under the Sexually Violent Persons Commitment Act. He is also among the first to be certified as a licensed sex offender evaluator and licensed sex offender treatment provider in the State of Illinois. For his contributions in the field, he has garnered many accolades, including a Certificate of Appreciation from Forensic and Justice Services, the Best of Hoffman Estates Award for Psychologists, the Vitals Patients' Choice Award, and the Distinguished Service Award from the Illinois Department of Human Services in 2021, 2016, 2011, 2006 and 2001. He also earned the Horizons Associate Service Award from Centegra Health System in 2008 and 2003 and the Forensic Achievement Award from Elgin Mental Health Center.
Dr. Kim attributes his success to the values his family instilled in him. He is gratified to have published books on fitness to stand trial, as well as numerous publications and presentations in clinical psychology and forensic psychology. Furthermore, he has provided training services to various inpatient facilities and community agencies on fitness restoration services, risk assessment, and court report writing. Looking toward the future, he aims to continue expanding his private practice by hiring additional staff and providing extensive forensic evaluations to the community and court system.
