LINDEN, NJ, June 24, 2021 /24-7PressRelease/ -- Rev. Carroll J. Mrowicki has been included in Marquis Who's Who. As an officiant who was duly ordained, after training at the Immaculate Conception Seminary 1960-66, at the Basilica of the Sacred Heart in Newark, NJ. 5-28-1966. He transitioned into Rehabilitation Services in Nov. 1968. In 2006, after a productive career in rehabilitation services he saw the need for providing priestly services to people who could normally not receive them. He has been accredited by CITI Ministries of Bowie, MD since 12-2005, as well as the International Council of Community Churches.
Mr. Mrowicki reflects on a successful career in serving the community as a leader in vocational rehabilitation services.
In 1968 Toms River, New Jersey. Rev. Mrowicki quickly established himself as a dynamic counselor helping the most seriously disabled people return to work. He also participated with other agencies in re settling individuals from an institution for the developmentally disabled into the community of Lakewood, NJ in 1971. Rev. Mrowicki was promoted to Supervising Rehabilitation Counselor in Elizabeth, NJ and in the Model Cities program in Plainfield, NJ. He established strong ties to the schools in Union County and to drug treatment programs. In 1973, he accepted a transfer to Jersey City where he was in charge of the Hudson County Welfare Project for persons with Disabilities and achieved the best results when compared with the five other similar county projects in New Jersey. He received praise from the Rutgers Institute for Labor Statistics in New Brunswick, NJ for his outstanding work.
He wrote his Master's Thesis on Rehabilitating the Hudson County Welfare Recipient with Disabilities. In June 1975 he received a Master's Degree in Behavioral Sciences from Kean University. In Sept. 1976, he was offered a position as Program Planning and Development Specialist in the Evaluation Unit at the Central Office of the NJ Div. of Vocational Rehabilitation Services, in Trenton, NJ. After evaluating local offices practices and private for –profit vocational schools, he was asked to join the Rehabilitation Facilities Unit and was assigned to reviewing the activities of Rehabilitation Facilities in Bergen, Essex, Hudson, Morris, Ocean, Warren and Sussex counties in northern New Jersey. He provided technical assistance to these centers to improve their programs. He gave out grants to enable them to reach new levels of service and advised local DVRS offices of the effectiveness of their programs. In 1976, he also completed the Course of Rehabilitation Facility Certification at CARF headquarters Arizona.
In 1985 Mr. Mrowicki initiated the first course in Independent Living at Seton Hall University's Master's Degree in Rehabilitation Counselling. During this period, Mr. Mrowicki also monitored the Counselor Certification exams to allow more counselors to become certified in the basics of Rehabilitation Counseling. Mr. Mrowicki was then appointed Manager of Independent Living supervising the four federally funded Centers for Independent Living in NJ. He was then given a mandate to establish five more centers with $500,000 of state funds so that people seeking to participate in such a center would be able to reach one within a half hours drive. He created a survey form for applicants and a point scoring system whereby each applicant could be fairly evaluated as to their abilities to carry out the Independent Living Center legislative mandate. Mr. Mrowicki visited and approved all sites for proposed centers and conducted the scoring with several monitors of non-profit organizations that would sign off on the fairness and comprehensiveness of the process. And five centers were established in the next year.
In 1989, Mr. Mrowicki was appointed to become Manager for the Hudson County Office in Jersey City, his hometown. During the next eleven years, he was recognized for his community outreach, for the successful office operations that uplifted its statistics to 5th in the state after hovering at 13th for several years. In 1995 Hudson Enterprises, the largest local rehabilitation center, applauded Mr. Mrowicki's work and that of his staff by presenting him an award during Oct. 95, the annual celebration of Return to Work for People with Disabilities, for outstanding cooperation and community outreach. While in Hudson County Mr. Mrowicki was appointed by the County Executive to the Workforce Incentive Board. This group was to study the job and training needs in the county and provide advice and planning on how to meet those needs. During his tenure he served as one of the members to obtain a $5,000,000 grant to enhance return to work services for the County's Welfare Recipients. Mr. Mrowicki also was the legislative chairman for the NJ Rehabilitation Association and in collaboration with other professional and nonprofit organizations, was able to get a Personal Care Attendant Bill through the NJ Legislature providing personal assistance to people with severe disabilities who wanted to return to work. He also attended several sessions in Washington, DC making Congressional leaders aware of the needs of persons with disabilities.
In 2000 the Northeastern Rehabilitation Association Conference at Atlantic City presented Mr. Mrowicki with an award for Outstanding Contributions to the Field of Rehabilitation Services. The Federal Regional Rehabilitation Services Administration Commissioner also applauded Mr. Mrowicki's outstanding achievements.
Upon retiring Mr. Mrowicki performed a program consult for Community Access Unlimited in Elizabeth, NJ. A large non-profit provider of housing and other services to developmentally disabled and at-risk youth in Union County, NJ, its director wanted it to become CARF accredited and to establish a culinary training program for its members. Mr. Mrowicki was given these takes to achieve. He achieved both these tasks in record time and also got NJDVRS to approve a fee schedule for its own clients to benefit from the culinary program as a prerequisite for entering the culinary arts program at Hudson Community College. During this time, Mr. Mrowicki represented Community Access Unlimited as a member of Elizabeth Rotary and became a member of the TRI County Chamber of Commerce and the Union County Workforce Investment Board.
Throughout the course of his career Mr. Mrowicki, now Rev. Mrowicki worked to improve the quality of services provided to people with disabilities by promoting and obtaining counselor certification, by monitoring tests for counselors to get their certification; and by promoting Commission of Accreditation of Rehabilitation Facilities Certification for all facilities receiving funds from the NJ Division of Rehabilitation Services, the Developmental Disabilities Agency and other agencies such as Veterans Services so that those government funded services would be effective as possible in returning people with disabilities back to suitable employment and once again independent tax paying Americans. As a manager, Mr. Mrowicki encouraged all of his staff to pursue in service training and certification to improve their services.
In 2020 Vocational Rehabilitation Services as a State-Federal Partnership Program celebrated its 100th year of service. In 1998 a ten-year congressional study of the program named it the most productive of all government programs in the 20th century.
