Having been raised in the foster care system, Ms. Graham was driven to become an attorney and apply her perspective to legislation. Over the years, she gained valuable legislative expertise as an attorney with the Philadelphia City Council, a position in which she remained active for nearly a decade, eventually serving as Chief Counsel to the committee on public safety. Backed by her extensive experience in municipal finance, she currently excels as associate general counsel for the Washington Metropolitan Area Transit Authority. For the last several years, Ms. Graham has handled the financial legal agreements, provided legal advice and drafted funding agreements for transit subsidy programs.
Through her work, Ms. Graham aims to let others know that those who come from disadvantaged backgrounds can provide specific advantages to their teams. Diversity brings with it a perspective and experience that can make a world of difference in all areas. Although she grew up in foster care, became a mother at the age of 16 and experienced homelessness, Ms. Graham has cemented herself among the top financial attorneys with the transit authority through her hard work and determination.
In order to remain aware of changes in the field, Ms. Graham has been affiliated with the Philadelphia Bar Association, the Pennsylvania Bar Association, the District of Columbia Bar and the American Bar Association. Outside of her primary responsibilities, she serves as a resource for uplifting, mentoring, inspiring and motivating youth in foster care through the mayor's advisory committee on child abuse and neglect and numerous other organizations that focus on youth in foster care. In light of her outstanding body of work, Ms. Graham was recognized for having published several law review articles as a student.
Even though her career has been filled with highlights, Ms. Graham is incredibly proud of being selected for a mentorship to train under the general counsel at the transit authority.
