Mr. Mueller began his career of 35 years of excellence as an appellate criminal attorney with four years of service as a captain in the U.S. Army Judge Advocate General's Corps. His military service was followed by 30 years as a civil servant, appointed as senior counsel to the chief judge or to associate judges of the U.S. Court of Appeals for the Armed Forces. During this time, Mr. Mueller also was active as an adjunct assistant professor at the University of Maryland University College and at Central Michigan University; and taught at several professional seminars, including seminars for attorneys and legal supervisors on effective writing skills sponsored by the Legal Education Institute of the U.S. Department of Justice.
In his spare time, Mr. Mueller provided approximately 20 years of pro-bono service as a volunteer mediator for the U.S. District Court for the District of Columbia. This experience inspired him to pursue a second career as a mediator following his retirement from his very successful legal practice with the federal government. In 2006, Mr. Mueller founded RCM Mediation Services, LLC, in Centreville. Through his firm, he offers clients a wide range of civil and domestic mediation services to help persons in dispute to seek an agreement that will resolve their dispute on a mutually acceptable basis. He also provides facilitation services, by which a trained non-stakeholder plans, develops, and runs a structured and effective group meeting producing a clear result that is commonly understood and supported by all participants.
Mr. Mueller co-authored the Military Rules of Evidence and the Rules for Courts-Martial, published in the Manual for Courts-Martial, in 1980, and he contributed to numerous articles published in professional legal journals throughout his career. Additionally, he has served as an appellate judge in various semi-final and final arguments in the Federal Bar Association's Thurgood Marshall National Moot Court Competition.
During his illustrious career, Mr. Mueller has served the legal and mediation communities as National President and as permanent member of the National Council of the Federal Bar Association, President of the Federal Bar Building Corporation, member of the Board of Governors of the Maryland State Bar Association (MSBA), Chairman of MSBA's Alternative Dispute Resolution Section, volunteer and vice-president of Community Mediation Upper Shore, member of the Board of Directors of the Maryland Council for Dispute Resolution (MCDR), and chairman of the Queen Anne's County (Maryland) Circuit Court Alternative Dispute Resolution Oversight Committee.
Mr. Mueller also consistently has been active in community efforts and organizations. He has been president of two of his residential community's board of directors, president of the board of directors of the Animal Welfare League of Queen Anne's County, and chairman of the county's Animal Control Commission and Ethnics Commission.
A native of Sioux City, Iowa, Mr. Mueller initially studied at the University of South Dakota, where he earned his Bachelor of Arts degree in 1968. Thereafter, he earned his Juris Doctor degree from Duke University in 1971 and his Master of Laws degree from George Washington University in 1974. He is admitted to practice law by the Supreme Court of the United States, the Iowa Supreme Court, and the Maryland Court of Appeals; and he is a member of the Federal Bar Association, the American Bar Association, the Maryland State Bar Association, and the Iowa State Bar Association. He is a "certified mediator" by Maryland Council of Dispute Resolution.
Selected for several outstanding achievement awards from the U.S. Secretary of Defense since 1976, Mr. Mueller also received the Earl W. Kintner Award and the President's Volunteer Award from the Federal Bar Association. He was recognized as a Leading Lawyer by What's Up Eastern Shore Regional Magazine for 2012, 2013, and 2014. A celebrated Marquis listee, Mr. Mueller has been cited in the fourth, fifth, and ninth editions of Who's Who in American Law, the 21st and 22nd editions of Who's Who in the East, the eighth and ninth editions of Who's Who in the World, and the first edition of Who's Who of Emerging Leaders in America.
