Additionally, Mr. Kiest contributed to the Department of Social and Health Services in Washington as a caseworker and a welfare eligibility examiner from 1970 to 1972.
Prior to embarking upon his professional journey, Mr. Kiest pursued an education at the University of Puget Sound, graduating with a Bachelor of Arts in political science in 1970. He later obtained a Master of Public Administration from the University of Washington in 1979. A certified facilitator in Investment in Excellence through the Pacific Institute, Mr. Kiest has also been certified as an Associate Business Continuity Professional through the Disaster Recovery Institute.
Mr. Kiest served as a city council member with the City of Lake Forest Park for 20 years, including as chairman of both the budget and finance committees. He was a member of the Kings County managed health care oversight committee. Additionally, he has worked as a regional state judge of National History Day since 2019, and volunteered as a member of the community development committee of the United Way of King County, for which he was also involved as the chairman of the Eastside Community Council, as well as its board of directors. Furthermore, Mr. Kiest maintained involvement as a steering committee member of Reinvesting in Youth from 2003 to 2006.
Well regarded for his numerous accomplishments, Mr. Kiest was recognized as a Six Sigma Green Belt in 2004 and led a team that received a Washington State Quality Award in 1999. Furthermore, he was named as an Outstanding Employee at the regional level by the Department of Social and Health Services on three occasions.
