With more than three decades of professional experience to his credit, Mr. Woodard is a government affairs and public policy generalist with expertise in health and education policy. His health policy experience resulted from being vice president-government relations at the Health Facilities Association of Maryland, a health policy analyst at the Maryland Board of Physicians and from representing county health officers while an assistant executive director at the Maryland Association of Counties. As a result, he worked on Medicaid and Medicare and various other issues affecting nursing homes and represented them to the state and federal governments. He did policy, legislative and regulatory work for the state medical board that included representing the board to the legislature, drafting legislation and regulations, including on telehealth that received input from hospitals, including Johns Hopkins. His work with the counties focused on public health issues such as state funding and the regulation of tobacco products.
Mr. Woodard's education policy experience resulted from representing state associations of school boards and counties, a large suburban school system, a child advocacy group and a civil rights organization to the state legislature and executive branch. He served as an intergovernmental relations officer of Prince George's County Public Schools, and the director of legal and legislative services at the Maryland Association of Boards of Education, where he drafted an amicus brief and presented oral arguments on three scope of collective bargaining cases. He was also an education policy director for Advocates for Children & Youth and as a Legislative Associate for the Education Reform Project of the American Civil Liberties Union. Early in his career, Mr. Woodard was named as "One of the Outstanding Young Men of America."
To prepare for his professional journey, Mr. Woodard pursued an education at the University of Maryland, where he obtained a bachelor's degree in history and a secondary teaching certificate in 1973. While a history teacher in Baltimore City, Mr. Woodard began law school at the University of Baltimore where he graduated with a Juris Doctor degree in 1980. While attending law school, he was president of the Student Bar Association and Supreme Court editor of The Law Forum and received "The Merit Award" for his contributions.
Notably, Mr. Woodard was inspired to enter his career by the presidency of John F. Kennedy, who famously called the public to service during his inaugural address Looking toward the future, Mr. Woodard intends to work as a consultant on policy, government relations, legislation and regulations.
