Mr. Cogan, president, chief executive officer and co-founder of Keystone Elk Country Alliance (KECA), a non-profit wildlife conservation organization in Benezette, Pennsylvania, is a passionate and prominent expert in his field. Established in 2010 and LEED certified, the KECA is a conservation education organization focuses on preserving and enhancing Pennsylvania's Elk Country for future generations through education, land stewardship and permanent land protection. Since its founding, the KECA has become wildly successful, attracting over 4.3 million visitors across 45 different countries throughout the world. Apart from his everyday responsibilities as president and chief executive officer, Mr. Cogan formed The Rawley Cogan Consulting Business in 2009 to raise money and complete the Elk Country Visitor Center, where visitors can get a closer look at the elk and other wildlife.
Contributing close to 40 years to his industry, Mr. Cogan is a former land program manager for the Rocky Mountain Elk Foundation. He served in his position for seven years between 2002 and 2009. He also devoted 20 previous years to the Pennsylvania Game Commission (PGC), where he held various leading roles, including as a deputy wildlife conservation officer, wildlife biologist and state elk biologist. Among his many achievements, Mr. Cogan oversaw all the research activities of the Pennsylvania's Elk Management Plan and, as state biologist, had the opportunity to serve as chairman of the Pennsylvania's Elk Hunt Advisory Committee.
As a sought-after expert in conservation education and habitat enhancement, Mr. Cogan has appeared on television shows such as "Pennsylvania Outdoor Life" and "Jack Hubley's Wild Moments." He was also a host on "Friends in Wild Places," a national television show that aired on ABC and The Pursuit Channel. Additionally, Mr. Cogan was a guest speaker for numerous civic organizations and has authored several professional publications and periodicals.
To prepare for his career, Mr. Cogan achieved an Associate of Arts in wildlife technology at Pennsylvania State (Penn State) University. Continuing his studies, he completed a Bachelor of Arts in parks and recreation management at Slippery Rock University. Returning to Penn State, he then acquired a Master of Science in forest resources, wildlife and fisheries science.
Mr. Cogan is aligned as a member of several industry-related organizations, including the Rocky Mountain Elk Foundation, where he served as development officer and lands program manager. He is also a member of Safari Club International, the National Rifle Association and The Eastern Chapter Foundation for North American Wild Sheep. Additionally, Mr. Cogan is an active member of the Penn State Alumni Association.
Recognizing his contributions, Mr. Cogan received a Business of the Year Award for KECA from the Pennsylvania Wildlife Association in 2014. He also received several awards from various non-profits and other organizations for his contributions to conservation. Furthermore, Mr. Cogan was honored with the David T. Wanlass Wildlife Award from Penn State University and recently won the 2021 Penn State Fellow Alumni Award.
