Having distinguished himself as an attorney for more than four decades, Mr. Hynes began his esteemed legal career with Sidley Austin LLP in Washington, D.C., in 1978 as a summer associate, and joined the firm as an associate in 1979. Pursuing a particular specialization in transportation law, he was named a partner in 1986, and transitioned to senior counsel in 2009. Mr. Hynes has advised railroads, ocean carriers, private equity firms and financial institutions in connection with a wide variety of matters, including mergers and acquisitions, corridor development projects and regulatory issues. A dedicated advocate for high-speed passenger rail service in the United States, Mr. Hynes represents several organizations developing high-speed service in Florida, Texas and California. He has represented clients in connection with several successful railroad bankruptcy reorganizations, and in commercial, regulatory and appellate litigation.
Apart from his work at the office, Mr. Hynes is active at his alma mater, Duke Law School. As a senior lecturing fellow, he teaches Deal Skills for the Transactional Lawyer, a course that he designed to prepare young lawyers for transactional law practice. Mr. Hynes has also served as a board member of the Duke University General Alumni Association and as a member of the National Council for the Duke Law School Fund. Mr. Hynes has authored legal articles on the topic of transportation, and contributed a chapter to the 2010 book "Debating Reform." He speaks regularly at transportation-related conferences throughout the U.S. and in Canada.
Mr. Hynes attended Rutgers University in New Jersey, where he earned a Bachelor of Arts degree in political science, with highest distinction, in 1976. Continuing his studies, he received a Doctor of Jurisprudence degree from Duke University School of Law in 1979. Mr. Hynes is admitted to practice in the District of Columbia, before the Surface Transportation Board, the U.S. District Court for the District of Columbia, and the U.S. Courts of Appeals for the DC, First, Second and Seventh Circuits.
Mr. Hynes is a member of the Association of Transportation Law Professionals and the American Bar Association, where he has been active in the public utility and antitrust law sections since 1979.
