Having earned the title of emeritus professor, Mr. Schwartz previously served for more than 35 years at the Washington College of Law at American University in Washington until his retirement in 2019. Combined with more than a decade of experiences as a professor of law at the University at Buffalo, a part of the State University of New York system, from 1963 to 1977, he spent a combined five decades in the classroom. During his tenure in academia, he notably founded the U.S./Israel Civil Liberties Law Program on the Washington campus during the early 1980s. Among other accomplishments, Mr. Schwartz was a cofounder and co-director of the Center for Human Rights and Humanitarian Law at the American University Washington College of Law in 1990 to engage students and faculty in human rights and humanitarian law activities. Additionally, he established a course where students can gain experience with national and local public interest organizations involved in issues of poverty.

During the 1990s, Mr. Schwartz was an advisor and consultant for East and Central European nations on constitutional and human rights reform and a member of U.S. delegations to the United Nations Commission on Human Rights.
Mr. Schwartz's career as a civil rights attorney began in 1961 when he became the ACLU expert and spokesperson on electronic surveillance. In 1975 he led the New York State Commission on Corrections in Albany, which is a part of the New York State Executive Department, as its chairman designate. In addition to his other roles in state and federal government, he was the chief counsel and staff director for the Senate Antitrust Subcommittee and chief counsel for revenue sharing at the U.S. Department of Treasury. A dedicated civic advocate, Mr. Schwartz co-founded the National Prison Project as part of the American Civil Liberties Union in 1972. He was the ACLU advisor and spokesperson on wiretapping. Also chaired the National Law Center on Homelessness and Poverty and, among other roles, was an executive committee board member of the Open Society Institute Justice Initiative.
A prolific writer, Mr. Schwartz began contributing reports for Human Rights Watch during the late 1980s and early 1990s about prison conditions in Poland, Czechoslovakia, the Soviet Union, he also published articles in numerous journals and periodicals, including, the New York Times, Newsday, the Harvard Law Review and Yale Law Journal and other law journals. Additionally, Mr. Schwartz authored three books and contributed to several others as editor. His books include "Right Wing Justice: The Conservative Campaign to Take Over Our Courts," "The Struggle for Constitutional Justice in Post-Communist Europe," and "Packing the Courts: The Conservative Campaign to Rewrite the Constitution."
Mr. Schwartz studied at Harvard College, graduation with a Bachelor in Arts degree, magna cum laude, in 1953. Three years later, he graduated from Harvard University with a Doctor of Jurisprudence magna cum laude. He has been admitted to practice law in New York and by the D.C. Bar Association. Congressional Certificate of Appreciation and a Certificate of Appreciation from the Buffalo Common Council. He has won numerous awards and among other recognitions, received a Champion of Justice Award from the Alliance for Justice in 2006.
