Leveraging four decades of inimitable experience, Dr. Huang has long specialized in nuclear chemical engineering. Acquired by the Institute of Nuclear Energy Research (INER) as an engineering assistant in 1971, he progressively advanced into higher positions, including as a research program leader, deputy head, head of the chemical engineering division and the deputy director of the Nuclear Energy Safety Technology Center. In 2007, Dr. Huang was transferred to serve as the director general of the Fuel Cycle and Materials Administration of the Atomic Energy Council and, three years later, was transferred again to serve as the deputy director general of the INER. He officially retired from the Institute in 2012. The INER is notably an agency of the Atomic Energy Council of Taiwan that focuses on the research and development of nuclear safety, neutralizing nuclear facilities, radioactive waste treatment and disposal technologies.

After retiring, Dr. Huang briefly taught as a professor at the Institute of Nuclear Engineering and Science at National Tsinghua University, as well as a distinguished researcher at the Industrial Technology Research Institute. He also continued to work in the field of radwaste management, served on various committees and was a reviewer of the technical development program of low-level radwaste for the Atomic Energy Council. A respected voice in the field, Dr. Huang is the author of numerous publications in various peer-reviewed journals. He was also invited to serve as a peer reviewer for the Industrial and Engineering Chemistry Research, an internationally renowned journal published by the American Chemical Society.

Dr. Huang's research was dedicated to the development of uranium purification technology, as well as the development of new technologies for nuclear fuel preparation. He also contributed to the construction of the demonstration plant for producing nuclear-fuel-grade uranium dioxide in Taiwan. During the length of his career, Dr. Huang invented an innovative method for preparing nuclear-fuel-grade uranium dioxide from uranium hexafluoride, which was designated as the Dry ADU Process and later patented. Among other accomplishments, he began developing radwaste treatment technology and was responsible for forming the Process Control Program in 1995, which significantly improved the quality of solidified wastes. Two years later, Dr. Huang also developed high-efficiency solidification technologies for both BWR and PWR liquid wastes and, in 2002, developed a technology for treating spent ion exchange resin generated from NPPs.

In support of his career, Dr. Huang formed the East Asia Forum on Radwaste Management with several colleagues, where he served as the first chairperson of the management committee and hosted its first forum in 2006 at the INER. He also developed a business development program in 2007 to comply with the implementation of various principles in his field and, in 2008, began serving as the convener of the Academic Committee of Radioactive Waste Management of the Chung Hua Nuclear Society. Additionally, Dr. Huang co-established the Cross-Strait Nuclear Power Radwaste Management Symposium in 2011, which contributed to the safety of radwaste management.

Dr. Huang has been fortunate to be aligned with several prominent national and international professional organizations throughout his career. Among them, he is active with the Chunghua Nuclear Society, the New York Academy of Sciences, the Outstanding Engineers Club in Taipei and the Chinese Institute Engineers, where he was named as the Best Engineer of the Year in 1997. Likewise, Dr. Huang received an Engineering Paper Award in 2004.

Born in Kaohsiung, Taiwan, China, Dr. Huang graduated from Linyuan Primary School in 1960 and Provincial Fengshan Junior High School in 1963. He was subsequently accepted to the Provincial Kaohsiung Institute of Technology, where he received a degree in chemical engineering in 1971. Several years later, he accepted an opportunity abroad, earning a Master of Science in chemical engineering at the University of Michigan in Ann Arbor in 1976. Upon his return, he attained a Doctor of Philosophy in chemical engineering at National Cheng Kung University in 1988. Dr. Huang also completed training courses at the John F. Welch Leadership Development Center in New York in 2002 and the National Development Research Institute of Executive Yuan in 2003.

Recognized several times for his work, Dr. Huang received an Outstanding Science and Technology Award from the Executive Yuan in 1997. Since that time, he was recognized with an Environmental Protection Medal from the Environmental Protection Administration in Taiwan and a Ju-Bao-Shi Memorial Award from the Chunghua Nuclear Society in 1999, a Government Employee Model Award from the Atomic Energy Council in Taiwan in 2002, and a Golden Medal and the only Grand Prize at the International Exhibition in Nuremberg, Germany, in 2003. A celebrated Marquis listee, Dr. Huang has been cited in over 20 editions of Who's Who in Asia, Who's Who in Science and Engineering and Who's Who in the World.
