Ivory Banks hails from Bracey, Virginia and obtained a Bachelor of Arts in political science from Hampton University, Virginia in 2005, where she was a member of the Key International Honor Society. She continued her education with a Master of Public Administration from Virginia Commonwealth University (VCU) in 2007. With VCU, Ms. Banks helped organize and participated in the 2006 Social Equity Conference and was associated with the Honor Society of Phi Kappa Phi. Ms. Banks has a strong background in operations, customer service, organizational change, as well as project management. Previous to her transition into Public Service, she excelled with Quality Transportation Services Inc. in Mechanicsville from 2008 to 2016 as the Director of Customer Service and Strategic Management at Quality Transportation Rail Logistics. There, Ivory managed a diverse team responsible for meeting high performance quality standards for shipment of rail goods across the United States and North America.
Ms. Banks has served in a number of capacities with the Virginia Department of Medical Assistance Services since 2016. As the director of programs and operations from 2016 to 2019, Ivory had oversight of Fee for Service programs and services including Provider Enrollment, Training, HIPP, Buy-IN, Non-Emergency Transportation, Service Authorizations, Claims, Mass Mailing, Member and Provider Call Centers, and Customer Service. Ivory launched the agency's first Health Insurance Premium Payment member portal and a collaboration with LYFT for Non-Emergency Transportation. Since 2019, she has worked for the aforementioned department as the chief of staff, a post in which she is responsible for managing the day-to-day operations of the Agency Director's office for the Virginia Medicaid Program. Moreover, Ms Banks works collaboratively with the Executive Leadership Team to ensure coordinated and streamlined activities within the Virginia Department of Medical Assistance Services, including oversight of workforce development, Diversity, Equity, and Inclusion initiatives, Emergency Management, Strategic Communications, Health Equity, and the coordination of strategic initiatives. In this role, she ensures innovative, effective and efficient program and operational processes within the Agency.
Ms. Banks has been further affiliated with the Central Virginia Chapter of Women in Healthcare, the American Society for Public Administration, the National Association for the Advancement of Colored People and the Virginia Executive Institute Alumni Association Board. In 2020, the Agency was presented with the Spotlight Award from the National Association of Medicaid Directors for her efforts with Diversity, Equity, and Inclusion within Virginia.
Ms. Banks attributes her success to her passion for helping people, saying that it motivates her to fulfill her responsibilities. She considers her career highlights to be her efforts in health equity and DEI (diversity, equity, and inclusion) leading the automation of their manual processes, an agency-wide compression study, modification of Agency policies to meet the current priorities and culture, increased internal communications and transparency, and business continuity during the COVID-19 pandemic. In the coming years, Ms. Banks hopes to continue making a difference in Medicaid and aid people on a large scale with regards to health equity.
