Mr. Weingarten serves as Managing Director of Quest Associates, Inc., which he co-founded in 1994. Quest performs large scale project and program management services for leading financial services and Fortune 500 companies. His firm's focus is on large scale, complex, time critical initiatives. Mr. Weingarten has led operational and systems integration efforts on several money center bank mergers. He has additionally led numerous end-to-end operational and systems initiatives related to restructurings, integrations and new product and service roll-outs. He has developed and applied unique methodologies regarding facilitation management, critical path development, project plan design, program optimization, test methodology, contingency planning and risk management strategies. Prior to founding Quest Associates, Mr. Weingarten worked for Bankers Trust Company starting in 1985, and commenced work as a management consultant with Touche Ross and Company, now Deloitte Touche Tohmatsu Limited, from 1987 to 1989. Following this period, Mr. Weingarten found further success as a management consulting principal with Comtex Information Systems from 1989 to 1994, prior to founding his own firm.
Mr. Weingarten has also been actively involved in public service, serving as an official on the local, county and state levels of government. He was a New Jersey State Assemblyman from 1996 to 2002, serving on the Appropriations and Law & Public Safety Committees, and chairing the State Leasing & Space Utilization Committee. Weingarten sponsored laws to require crime victims to receive compensation from their assailants, require work or job training as a condition for receiving welfare benefits, and to establish a formal sex offenders registry to protect children. Most notably, he drafted the first bill to pass any US legislative body to prohibit his state from investing funds in Swiss Banks in order to propel the Swiss Government to settle outstanding claims with the heirs of Holocaust victims whose funds were never returned by the banks. Weingarten's legislation had a domino effect, leading similar sanctions to be proposed in other states, culminating in the Swiss agreeing to settle those long outstanding claims. In 1995, Mr. Weingarten served as acting director in the Office of Management and Budget in Essex County, New Jersey, where he uncovered a $162 million budget gap left by the prior administration. He closed the gap by crafting a budget that yielded the largest spending cuts in NJ State, as well as County history. Weingarten also served as a Commissioner of the Joint Meeting of Essex & Union Counties (1994-96); a Millburn Township Committeeman (1993-96), and on numerous municipal boards and advisory committees in Millburn Township.
Mr. Weingarten obtained a Bachelor of Arts in liberal arts from St. John's College in 1982 and continued his education with a Master of Business Administration from the Tepper School of Business at Carnegie Mellon University in 1985.
