Elena J. Russo Praised for Her Vast Knowledge of Regulatory Compliance

Russo has put her expertise to work since 2018 as the chief executive officer of EJ Russo, Inc., a private, independent consulting firm that specializes in providing health care regulatory services. Through her consistent eagerness to learn, organization skills, patience, and persevering spirit, Ms. Russo has advanced in a difficult industry to become a leader whose work has significant impact on the lives and wellness of numerous people.

In preparation for her current position, Ms. Russo earned a Bachelor of Science in health services planning and policy and graduated summa cum laude from New York University's School of Continuing Education in 1995—by which point she had already been climbing the ranks in the hospital system for many years. She excelled as a junior planning associate and market data analyst within the Planning Department of New York-Presbyterian Hospital from 1990 to 1998 before moving up in rank to planning associate and ultimately senior planning associate between 1998 and 2005. She followed these appointments with 13 years at NYC Health + Hospitals, where she prepared regulatory applications for the system's 11 acute care facilities, six diagnostic and treatment centers, five long-term care facilities, and numerous extension clinics in the roles of senior management consultant from 2005 to 2009, assistant director from 2009 to 2015, director from 2014 to 2015, and senior director from 2015 to 2018. Having invested so many years to the health care system, working in a diverse amount of facilities and hospitals—both the private and public sectors—establishing strong relationships with staff members of major New York State regulatory agencies, from the New York State Department of Health to the New York State Office of Mental Health, and learning an exorbitant amount every day on the job, Ms. Russo has considered herself more well-rounded than most and aimed to utilize her expertise in regulatory services in her own consulting firm.

At EJ Russo, Inc., she prepares, completes, and submits regulatory applications for acute care hospitals, long-term facilities, free-standing and hospital-based extension clinics, federally qualified health centers, and others; reviews applications and construction notices for new buildings, construction projects, renovations, and additions to a facility; and provides guidance on pre-opening survey conducted by the New York State Department of Health and/or The New York State Office of Mental health. Ms. Russo was instrumental in preparing and submitting the Certificate of Need application, the regulatory document required in order to undergo any building and/or renovation project in New York State, for Coney Island Hospital's new building which is currently in construction.

Upon reflection of her new leadership role, Ms. Russo enjoys making her own hours and being able to do her work her own way; she is a very focused person, extremely detail-oriented, and a perfectionist when it comes to the execution of her tasks.

Looking toward the future, Ms. Russo plans to continue increasing the volume of her business leading up to her full retirement within the next five years.
