Dr. Birtcil is a veteran, dentist and university educator who began his military career with the 3d Marine Division in Vietnam in 1967. He participated in 21 combat operations over 19 months, most notably as the only Dental Officer and a Triage Officer for the 26th Marines during the 1968 Tet Offensive Siege of Khe Sanh.
Commissioned in the U.S. Navy in 1964, Dr. Birtcil graduated the Officer Indoctrination Course at the US Naval Academy, with Distinction, in 1966. He advanced to various roles over the following 34 years, including five commanding officer tours culminating in award of a Command at Shore Device during the First Gulf War of 1991. In 1981 he was detailed as Head of the Medical Department in the U.S. Naval Special Warfare Command at Mare Island Naval Shipyard. While assigned to Special Boat Unit XI he became the first Staff Corps Officer officially qualified for NOBC 9279 (Officer-in-Charge of Combatant Craft). He completed his Navy career as a Rear Admiral and Deputy Chief of the U.S. Navy Dental Corps where his designator was changed to Senior Health Care Executive (SHCE).
In 1970, he began practicing dentistry in Kensington, California, and teaching as a Clinical Professor at the University of California School of Dentistry in San Francisco (UCSF).He was named the Outstanding Clinical Teacher in the School of Dentistry for 1984. Dr. Birtcil retired from his practice in 1994 and The Navy in 2000. Following his retirement from UCSF in 2002 Dr. Birtcil was advanced to Professor Emeritus.
As part of his professional commitments, Dr. Birtcil was an expert consultant in restorative dentistry and biomaterials for the California Dental Association between 1980 and 1994. Moreover, he was active on the board of directors for the Kensington Community Service District in California from 1976 to 1977. He was also a member of the Superiority of Service Revue Panel for the California Dental Service from 1983 to 1994. A seasoned researcher in the medical field, Dr. Birtcil authored and published 25 articles in refereed journals. He contributed to three medical textbooks on the topic of restorative dentistry.
An elected fellow of the Academy of General Dentistry (1976) and the American College of Dentists (1981), Dr. Birtcil is also a fellow of the Academy of Dentistry International (1980) and the International College of Dentists (1978). He was a Counselor in District #13 of the ICD from 1982 to 1998. He is a life member of the Pierre Fauchard Academy, the American Dental Association, and the California Dental Association. Additionally, Dr. Birtcil is a member and former chapter president of Omicron Kappa Upsilon and a former chapter grandmaster of Delta Sigma Delta.
Highly educated, Dr. Birtcil majored in chemistry at the University of California Berkeley, 1960-62 where he was a member of the Scholastic Society. He was named the Outstanding Freshman Army ROTC Cadet at UC Berkeley in 1961. He concluded his academic efforts with a Doctor of Dental Surgery at the University of California San Francisco in 1967. Dr. Birtcil has been further certified by the American Board of Dental Examiners and the California Board of Dental Examiners since 1967.
Dr. Birtcil was recognized as the only graduate in the history of University of California San Francisco to be promoted to a one-star and then two-star rank from the reserve component of the Armed Forces of the U.S. He has been decorated with numerous honors for his military service, including a Legion of Merit, Bronze Star with "V" device, Purple Heart, two Meritorious Service Medals, Combat Action Ribbon, Presidential Unit Citation, RVN Gallantry Cross with Silver Star, and additional decorations, unit awards and campaign medals. A celebrated marquis listee, Dr. Birtcil has been cited in the 55th through 57th and the 59th through 60th editions of Who's Who in America, the fifth edition of Who's Who in Medicine and Healthcare and Who's Who in the West.
