Having cultivated an interest in cardiology while completing his internship and residency in internal medicine, Dr. Mattern began his medical career in California as an assistant chief of cardiology and director of the coronary care unit at the Naval Hospital in San Diego in 1972. He subsequently led the cardiac catheterization laboratory and worked as a consultant at Tri-City Medical Center in Oceanside, California, from 1973 to 1980. Relocating to Wyoming, Dr. Mattern began working at his current practice, Wyoming Cardiopulmonary Services in Casper, between 1980 and 1988, followed by another year with Cardiology Associates in Reno, Nevada, until 1989, before ultimately moving back to Casper.
As a seasoned researcher, Dr. Mattern authored several scholarly articles in such scholarly journals as Pharmacology, the New England Journal of Medicine and the American Journal of Cardiology. Further supporting his career, he is a member of the American Medical Society and the Wyoming State Medical Society. Dr. Mattern is also recognized as a fellow of the American College of Physicians and the American Heart Association and a former governor of the American College of Cardiology.
Dr. Mattern notably served for more than 20 years in the military, attaining the rank of a captain in the U.S. Navy Reserve on active and reserve duty. Presently, he remains involved with various local nonprofit and civic organizations, including the City of Casper Historic Preservation Committee and the Natrona County Historic Preservation Committee. Dr. Mattern is also actively engaged in various initiatives through his church.
A native of Minnesota, Dr. Mattern completed a Bachelor of Arts at Macalester College in Saint Paul in 1957. He subsequently traveled to New Haven, Connecticut, where he earned a Doctor of Medicine at Yale University School of Medicine in 1962. Additional educational pursuits to his credit include an internship in internal medicine at the University of Utah, a residency in internal medicine at the Naval Regional Medical Center, and a fellowship in cardiovascular disease at the National Capital Consortium. Dr. Mattern is board certified in internal medicine and has a subspecialty in cardiovascular disease and interventional cardiology through the American Board of Internal Medicine. He holds a medical license in Wyoming and California.

Captain (CAPT) Mattern entered United States Navy service in 1961 in the Ensign 1915 Program in his senior year of medical school at Yale University. After his internship at the University of Utah, he attended Officer Candidate School at Newport, RI where he was commissioned as a lieutenant. He was assigned to the Naval Recruiting Station, Fort Omaha, Omaha, NE as a general medical officer in 1963 following which he completed a residency in internal medicine from 1964-1967 at Philadelphia Naval Hospital. Dr. Mattern served as the director of the infectious disease and general medical wards. In 1969 he was selected for a two-time fellowship program in cardiovascular diseases at national Naval Medical Center, Bethesda, MD. Following completion of his training, he was assigned to the cardiology department at Naval Hospital San Diego, CA where he served as director of the coronary care and intensive care units as well as director of the cardiac catheterization laboratories and was heavily involved in teaching residents and fellows. During that time, he was involved in care of prisoners of war released at the end of the Vietnam War. He was also promoted to the rank of commander.
In 1974, Dr. Mattern resigned from the Regular Navy and entered the private practice of cardiology in Oceanside, CA. He resumed his naval career in the Naval Reserve in 1975. Over the next ten years he had various assignments in the San Diego area including medical officer for Navy Reserve Center, San Diego, assignments to USS Tarawa, USS Sperry, and Naval Hospital, San Diego. In 1980, he moved to Casper, WY and continued his naval career at Naval Reserve Center, Denver, CO during which time he was promoted to captain. His last assignment was commanding officer of Naval Reserve Surgical Team 218. He returned in 185 and has remained a strong supporter of naval medicine and the brave men and women of the US Military.
