Over the years, Joseph Budras has taken initiatives resulting in a wide range of benefits to the transportation community.
ARLINGTON, VA, February 25, 2022 /24-7PressRelease/ -- Joseph Budras, PE, has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
For more than 30 years, Mr. Budras has made significant contributions at various levels in the Federal Highway Administration (FHWA) serving in multiple roles in headquarters and in the field; to include program, technical, operations, strategic planning, financial, and supervisory experiences.
Over the years, Mr. Budras has taken initiatives resulting in a wide range of benefits to the transportation community. Early in his career, Mr. Budras was a pioneer in technology transfer and deployment a decade before it was institutionalized in FHWA. For example, he introduced to the State of Illinois an automated method for consolidating concrete during concrete bridge deck placement to reduce pre-mature concrete cracking on bridge decks, which was resulting in reduced bridge performance. Directing this successful research initiative in Illinois benefitted future research efforts nationwide. Subsequent research findings in other States cited that consolidation using the automated vertically mounted internal gang vibrators provided a higher quality concrete compared to the manual method.
Mr. Budras also found further success as the author and co-author of multiple guidance manuals for the FHWA during the early 2000s, such as "Hot Mix Asphalt Pavement Mix Type Selection Guide", "Internet Bidding for Highway Construction Projects" and "A Synopsis on the Current Equipment Used for Measuring Pavement Smoothness." These documents have served as a lasting reference to the transportation community, both nationally and internationally.
Mr. Budras was one of the first recipients of the FHWA Administrator's Partnership in Excellence Award for his partnership efforts with the transportation industry and highway agencies in promoting technology transfer. He was also recognized by the American Association of State Highway and Transportation Officials for advancing the implementation of pavement preservation technology.
In his current position at the Office of International Programs, in recognition of his integral role in the execution of numerous FHWA international efforts in a challenging environment amid the COVID-19 pandemic, Mr. Budras was celebrated with the Federal Highway Administration's Corporate Award in 2021.
Prior to his recruitment with the FHWA, Mr. Budras served on active duty as a second and first lieutenant with the United States (U.S.) Army Corps of Engineers for several years. During his service, he was honored by the U.S. Army with an Air Assault Badge, an Army Achievement Medal, and an Army Service Ribbon. Mr. Budras was selected for promotion to the rank of Captain at the time he left the U.S. Army.
Mr. Budras holds a Master of Science in Civil Engineering from Purdue University, and a Bachelor of Science in Civil Engineering from the University of Miami. He is a Licensed Professional Engineer in the States of Florida and Kansas. Additionally, Mr. Budras has a Certificate in Engineering and Construction Project Management from Colorado State University. In the coming years, Mr. Budras intends to continue directly contributing to the professional advancement of his younger colleagues.
