He has also handled hundreds of paternity cases and other family law related matters to include domestic violence cases and premarital agreements. As one of the most respected family law attorneys in Honolulu, Mr. Frey is known for providing exceptional solutions for clients during what is often the most stressful time in their lives.
In addition to managing a complex caseload, Mr. Frey regularly litigates cases and performs mediation services. He also oversees the firm's longstanding Divorce with Decency Mediation Clinic. Prior to being named senior attorney, Mr. Frey, who has been aligned with his firm since 1996, spent more than two decades as a managing attorney and litigation supervisor.
Earlier in his career, Mr. Frey garnered a reputation as an accomplished family law attorney with Cowan & Frey, AAL. He also lectured on family law and mediation for the People's Law School and NBI and served as a legal columnist for Korean Times. Well-known for his legal advocacy, he was appointed to the volunteer master program for the First Circuit Family Court. He also contributes time to the Kapolei Access to Justice Program and at Volunteer Legal Services of Hawaii. Among other civic interests, Mr. Frey is a past president and 17-year Board member of the St. Louis School Alumni Association in Honolulu and a trustee emeritus at St. Louis School. Likewise, he is a former Board member at Sacred Hearts Academy and on the national alumni board at his alma mater, Santa Clara University (SCU). Mr. Frey is also an inducted member, along with his teammates, of the Santa Clara Rugby Hall of Fame.
A dedicated civic servant, Mr. Frey established SeMPer FREY Inc., which does business as The Wishes GRANTed Foundation, a 501(c)(3) charitable organization that honors his late twin brother, a decorated 22-year U.S.M.C. Veteran, whom he lost to COVID-19. The foundation assists those facing extraordinary challenges as a result of the pandemic and similar challenges.
Raised for many years by his grandmother, Mr. Frey relocated to Hawaii from California as a very young child. He later graduated from Saint Louis High School in Honolulu, with honors, in 1979. He subsequently prepared for his legal career by receiving a Bachelor of Arts in history at SCU in 1983, followed by a Doctor of Jurisprudence at Willamette University College of Law in 1986. Years later, he also earned a Master of Arts in psychology at Honolulu University in 2002. Mr. Frey has been admitted to practice by the U.S. District Court of Hawaii and the U.S. Court of Appeals for the Ninth Circuit. He also holds a certificate in conflict resolution from eCornell University and is a trained mediator through the Mediation Center of the Pacific (formerly Neighborhood Justice Center).
Mr. Frey is a member of the family law and alternative dispute resolution and Hawaii Women Lawyers sections of the Hawaii State Bar Association, and is a third generation attorney. He has notably served on various committees for the organization during his tenure, including appointment by the Hawaii Supreme Court Chief Justice to the committee on divorce proceedings, and has been repeatedly appointed by the Senior Family Court Judge as a special master. Mr. Frey is also a former chair of the family law section and was elected as president of the State Bar in 2020, the first exclusive family law attorney ever to serve. Aside from his contributions to the Hawaii State Bar Association, he is a former member of the American Bar Association, the American Judicature Society and the Association of Trial Lawyers of America, and is a life member of the National Conference of Bar Presidents.
In light of his achievements, Mr. Frey has been named as a Hawaii Super Lawyer for Family Law and Alternative Dispute Resolution by Super Lawyers Magazine for over 12 years in a row. He has also been named to the Notable American Men list by Martindale-Hubbell and other distinguished publications.
