D. Wayne Smith was instrumental in the capture of the D.C. Beltway Sniper in 2002.
SMITHSBURG, MD, March 11, 2022 /24-7PressRelease/ -- D. Wayne Smith has been inducted into Marquis Who's Who. Now retired, Mr. Smith was a Maryland State Trooper for 27 years, from 1983 to 2010. Returning to the workforce, he joined F&M Trust Company as a Bank Secretary Act (BSA)/Office of Foreign Assets Control analyst from 2014 to 2018. He was then recruited by the Bulldog Federal Credit Union as a BSA compliance officer, where he is responsible for overseeing several areas of the business, and identifying, documenting, and reporting suspicious activity. Mr. Smith also monitors, analyzes, and reports the activities of high-risk customers, including money service businesses and marijuana-related businesses, and designs and implements various methods regarding the marijuana-related businesses involved with manufacturing, processing and dispensing cannabis for medicinal purposes. Among other duties, he handles reports and data at the request of his colleagues and for local government.
Mr. Smith was a covert criminal investigator assigned to the Criminal Intelligence Division of the Maryland State Police from 2003 to 2010, spending the last two years before retirement as an intelligence analyst/investigator for the Western Maryland Information Center. Mr. Smith served as a trooper first class/uniformed patrol for the Maryland State Police from 1988 to 2003. During his career on the force, Mr. Smith had many enjoyable moments. Of all his experiences, however, he was instrumental in the capture of the D.C. Beltway Sniper in 2002. His involvement made him well known, both locally as well as in the media. When he retired, his career as a trooper was also featured in a local newspaper.
For more than 30 years, Mr. Smith has volunteered his time in various roles. He was the entertainment coordinator for the Smithsburg Fire Company's carnival committee, a position he maintained between 1985 and 2016. During his time as entertainment coordinator Mr. Smith produced shows involving nationally known entertainment artists, doing everything from negotiating the contracts, arranging lodging, meals and transportation for the artists and providing artist security.
With a lifelong dream to work in law enforcement, Mr. Smith was initially inspired by a local Maryland state trooper who would frequent his father's restaurant when he was in elementary school. Mr. Smith would often sit next to him and talk to him, and he found him to be very approachable and friendly. The impression that the man left on him lasted a lifetime. After graduating from Smithsburg Senior High School in 1982, he went on to achieve a law enforcement certification through the Maryland State Police Training Academy in 1985. He has also since become a certified anti-money laundering specialist through the Association of Certified Anti-Money Laundering Specialists.
Active with several industry-related organizations in support of his career, Mr. Smith served 17 years as a board member for the Western Maryland Troopers Association.
