Mr. Luper begun his professional career serving within the maintenance department aboard the USS Constellation CV64 with the United States Navy. Unsure about this path and pondering a transition to either become an Air Traffic Controller or Aviation Electronics Technician within the Navy, an emergency response found Mr. Luper being called to the medical field. Upon this new calling, he pursued a career in emergency medicine that has taken Mr. Luper across the globe and working with some of the most important decision makers for U.S. foreign policy.
During Mr. Luper's military career, he served as a Medical Clerk for the Naval Station 32nd Street Branch, BUDS Class 230, First Medical Battalion, Seventh Engineers & First Marine Division Infantry Units as well as the Branch Medical Clinic. During this military service, he completed his Field Medical Training at Camp Pendleton located in San Diego, California, as well as completed training at the Marine Corps Mountain Warfare Training Center and completed his Associate Degree. Additionally, Mr. Luper also completed coursework through the Naval School of Health Sciences between 1994 and 2002.
Following his 8 years of active duty in the U.S. Navy, he began working as an ER Technician at Kingwood Medical Center where he continued to excel in his knowledge and experience in emergency medicine. After 4½ years of ER service, Mr. Luper then turned his sights toward ambulance 911 response with AMR in Arlington TX for another 2½ years.
Since 2008, Mr. Luper has continued his professional medical career outside of the U.S. Navy and begun working for the U.S. Department of State as a Contractor providing his medical knowledge and expertise in high-risk areas in support of diplomacy. This began his work with Triple Canopy, under the Constellis umbrella. Mr. Luper excels as a Nationally Registered Advanced Emergency Medical Technician (EMT-A) Medic under the Worldwide Protective Services-Protective Security Specialist (WPS-PSS-Medic). Mr. Luper has maintained his National Registry as an EMT-A as well as his certifications through the Joint Tactical Medicine (JTM) Training Center, Emergency Consultants, Inc. and the Joint Emergency Services Training Center.
Driven to stay abreast of the continual changes in the medical field and Tactical Combat Casualty Care (TCCC), Mr. Luper has aligned himself with the Marine Corps League. With his extensive knowledge and experience, Mr. Luper has been featured in several news headlines. One of note is his work with Ambassador Ryan Crocker who was handpicked by President Bush to be the Ambassador to Iraq during the height of counter-insurgency operations and then asked to return to Ambassadorship through a personal phone call from President Barrack Obama to take the helm in Afghanistan for a brief period. Mr. Luper's work with the Ambassador earned him a Token of Appreciation prior to the Ambassador's retirement. Though Mr. Luper's career has many highlights, one of the biggest accomplishments for him was the ability to achieve a 100% mission success rate between 4,000 and 4,500 missions while having been deployed for over 3,500 days in Iraq, and Afghanistan that prevented embarrassment, harassment, injury or ultimately the death of a client under his protection.
