Drawing on more than four decades of expertise in law, Mr. Roberts is a partner of Hawkins Delafield & Wood LLP, where he helps develop authorizing legislation and regulations for finance programs, negotiates and prepares financing documentation and disclosure, and advises clients as to administration of financing programs. Prior to accepting his current position, he worked for the firm as an associate attorney between 1980 and 1988.
Mr. Roberts has contributed to several publications, including as the reporter for the first two iterations of the College Savings Plan Network Disclosure Principles and as a contributor to numerous Hawkins Advisory articles concerning federal securities, tax and other finance issues. Driven to stay abreast of changes in the field, he has assisted a broad range of public finance industry groups in preparing, or commenting on, proposed legislation and regulations and is currently active in the Education Finance Council, the National Association of Bond Lawyers and the National Association of State Treasurers. He most recently assisted the Education Finance Council in the development of the provisions of the Adjustable Interest Rate (LIBOR) Act addressing the federal Higher Education Act. He is a member of the New York Bar and of the New York City Bar Association.
Mr. Roberts holds a Bachelor of Arts in psychology from Duke University and a Juris Doctor from the University of Michigan Law School. His professional excellence has been recognized by the National Association of State Treasurers with the Corporate Affiliate Award, for his work on the Kentucky v. Davis Supreme Court case, and a Certificate of Appreciation, for work on federal regulatory issues, and several times by New York Metro Super Lawyers.
