Benedict Oliver Dichoso Jr. has been Inducted into the Prestigious Marquis Who's Who Biographical Registry

Mr. Dichoso has been recognized for his experience in civil engineering, facilities management, and logistics operations



    DUMFRIES, VA, April 21, 2022 /24-7PressRelease/ -- Benedict Oliver Dichoso Jr. has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Before embarking upon his civilian career with the Intelligence Community, Mr. Dichoso served honorably in the United States Air Force from 1992 to 2007. In this capacity, he was a commissioned military officer, a civil servant leader and worked as a senior civil engineer, damage assessment chief, construction management chief and senior data analyst. Mr. Dichoso led the Korean Air Flight 801 (KAL801) wreckage survey for the National Transportation Safety Board (NSTB), the base recovery from Super Typhoon Paka, which struck Guam with winds of 145 mph, and numerous construction and repair projects to modernize Andersen Air Force Base in Guam and Bolling Air Force Base in Washington, D.C.

Mr. Dichoso earned a Bachelor of Science in civil engineering from Virginia Polytechnic Institute and State University in 1992 and went on to attain a Master of Science in civil engineering with a concentration in water and wastewater treatment from the same institution in 1998. Well qualified in his field, he is a registered environment manager with National Registry of Environmental Professionals and as a certified professional engineer by the Virginia Department of Professional and Occupational Regulation. Mr. Dichoso also earned a Senior Executive Service Certificate through the Excellence in Government Fellows program administered by the Partnership for Public Service.

Following the conclusion of his education and his service in the United States Air Force, Mr. Dichoso accepted a role as chief facilities engineer for the United States government in 2007, during which time he was assigned to the Office of the Director of National Intelligence (ODNI). He was promoted as the deputy director of facilities for ODNI in 2009, the director of facilities for ODNI in 2012, and the deputy chief of the facilities engineering division for the Defense Intelligence Agency (DIA) in 2013. Mr. Dichoso continued to earn promotions in the ODNI organization until his appointment as director of facilities and logistics operations for the ODNI in 2018 then as deputy director of facilities and logistics enterprise for the Intelligence Community in 2021 and until his retirement on March 31, 2022.

During the start of his ODNI career, Mr. Dichoso's first project was to design and build a Sensitive Compartmented Information Facility (SCIF) for the newly formed Intelligence Advanced Research Projects Activity (IARPA) group. He went on to lead construction and operations for three Intelligence Community Campuses (ICC) which includes ICC-Bethesda and ICC-Liberty Crossing. Furthermore, he led the COVID-19 facilities and logistics response for ODNI, as well as numerous ODNI organizational transformation projects for past Directors of the National Intelligence (DNI) including DNI James Clapper, DNI Dan Coats, and DNI John Ratcliffe. As part of his dedication to his field, Mr. Dichoso is a member of the board of consultants for Gawad Kalinga USA (GK-USA.org), a nonprofit 501(c) organization pursuing poverty eradication through community development within the Philippines, Indonesia, Papua New Guinea, and Cambodia.

In accounting for his success, Mr. Dichoso credits the faith instilled in him by his family which includes his wife, Jennypher, his four children, Benedict, Victoria, Katharine, and Elizabeth, and his parents, Benedicto and Olivia, who also placed a great emphasis on attaining a quality education. Likewise, he is grateful for the mentors under whom he served as a military officer within the United States Air Force and as an intelligence officer within the Intelligence Community, who graciously took the time to teach him and impart many valuable servant leadership lessons. Looking toward the future, Mr. Dichoso has recently transitioned into a consulting role and established Dichoso Solutions LLC to continue his support of the Facilities and Logistics (F&L) Community.
