Mr. Paul, a shareholder of the Florida law firm of Mechanik Nuccio Hearne & Wester, P.A., has garnered more than four decades of experience in law practice. He has a great deal of expertise in commercial transactions; regulatory matters with state and federal government agencies; government contracting and related competitive bidding; and development and marketing of medical devices, computer hardware and software, RFID, and other emerging technologies. He has served clients across a broad spectrum of industry sectors, including health care organizations, hospitality and multi-family real estate development, off-shore gaming and other maritime matters, radio station ownership and broadcasting, heavy and light manufacturing and distribution, and cell tower leasing.
Throughout his career, Mr. Paul has successfully counseled clients in mergers and acquisitions, secured and unsecured financing transactions, sales and purchases of businesses and related assets, and both registered and registration-exempt securities offerings. He also has represented, helped organize, and obtained tax-exempt rulings for nonprofit and tax-exempt educational, charitable, housing finance, environmental, and minority business financing organizations.
Prior to joining his current law firm in 2009, Mr. Paul was a partner and shareholder in several national and international law firms, including Ruden McClosky P.A. (and its predecessor firm Shear, Newman et al.); the firm now known as Akerman LLP; Rudnick & Wolfe (now known as DLA Piper LLP); and Carlton Fields, P.A. As an extension of his work, Mr. Paul has contributed several articles to publications of his former law firms. He also co-authored a chapter in an edition of "Florida Corporate Practice" published by The Florida Bar.
A dedicated member of the community, Mr. Paul has graciously contributed his time as an officer and director of the North Hillsborough Unit of the American Cancer Society and as a member of the Carrollwood Village architectural review committee. He also served for several years as a member of the board of directors and the bulletin editor of the Tampa Rotary Club of Ybor City, and he is a past president of the University of Pennsylvania Alumni Club of Tampa Bay. Mr. Paul is a charter member of The Tampa Club and was its first emeritus member.
To prepare for his career, Mr. Paul earned a Bachelor of Science in Economics at the Wharton School of the University of Pennsylvania in 1964, where he was a member of the varsity football team. He later studied at the American Academy of Dramatic Arts for three years, graduating in 1969, and performed in several lead roles in dinner theater productions.
He earned a Juris Doctor degree from Brooklyn Law School in 1973 and then served as a senior staff attorney at the U.S. Securities and Exchange Commission, Division of Corporation Finance, in Washington, D.C. for 3½ years. Mr. Paul was a member of the New York Bar and the District of Columbia Bar while he worked at the SEC and in the following years when he was an attorney with two major New York law firms. He currently is a member of The Florida Bar and maintains an inactive membership in the District of Columbia Bar.
Mr. Paul is a member of the Federal Regulation of Securities Committee of the American Bar Association and is a long-time member of Hillsborough County Bar Association. He had founding and leadership roles in two prominent professional organizations in Tampa, which are the Real Estate Investment Council, Inc., in which he has been a Board member since it was formed in 1984 and served as President for 2 years, and the Association for Corporate Growth Tampa Bay, in which he was a Board member for 12 years and was President for 2 years.
He served for many years as an arbitrator for the American Arbitration Association, the National Association of Securities Dealers (now the Financial Industry Regulatory Authority), and the New York Stock Exchange. Mr. Paul has been recognized by Florida Trend Magazine as a member of its designated Florida Legal Elite every year since 2013. For several decades, Mr. Paul also has been an AV-Rated Preeminent Attorney by Martindale-Hubbell.
