After serving five years as a lieutenant in the U.S. Navy, Dr. Boose returned home and pursued a career in hospital administration. For 25 years, he worked as a hospital and medical center administrator for Kaiser Permanente, after which he worked in research with the organization for an additional five years. Before his retirement in 2017, Dr. Boose served as the chief executive officer and president of Community Service Inc., which offered help to individuals with lifelong developmental disabilities and persistent mental health issues. He was also appointed by two different State Governors to serve on the State of Oregon Medicaid Long-Term Care Quality & Reimbursement Advisory Council to the Department of Human Services, including as its Chair for 18 months, during a period of seven years.
An expert in his field, Dr. Boose holds a bachelor's degree in business administration and economics, a Master of Public Health from the University of Minnesota, a master's degree in urban studies and city planning health, and a PhD in health policy, long-term care and chronic services from Portland State University. Driven to remain aware of ongoing industry changes, he affiliated himself with the Oregon Health Care Association and the American College of Medical Group Administrators.
Following his retirement in 2017 he commenced volunteer service as a member of the board of directors for New Narrative, Inc. and as a member of the Advisory Board for Northstar Clubhouse of Portland, a mental health support services day program accredited by Clubhouse International, Inc. While his career has been filled with standout moments, he is most proud to have highlighted the importance of chronic care services in the United States. In accounting for his success, he credits the influence of his parents, who taught him to uphold the value of hard work. Looking toward the future, Dr. Boose intends to continue his work with NorthStar Clubhouse of Portland.
