Dulce Esteves Fernandez earned a Special Acknowledgement Quality Award and a Most Improved Quality Award through the California Department of Health Care Services

An experienced master trainer in health care services with a proven record of success in disease management, physician relations and medical compliance, Ms. Fernandez excels today as director of quality management for Inland Empire Health Plan, in addition to serving as a member of the peer review committee, quality management committee and quality improvement subcommittee. Since 2019, she has overseen a staff of 25, maintained the quality management department budget, trained new nurses, enhanced quality processes, oversees potential quality incident processes, and oversees various types of audits. Earlier in her career, she served as the director of provider support services for L.A. Care Health Plan, where she had also functioned as the senior manager of facility site review (FSR) and as the senior FSR specialist.
Before embarking upon her professional journey, she earned a Bachelor of Science in Nursing from Mount Saint Mary's University in 1994 and holds certifications as a Department of Health Care Services Certified Master Trainer through the California Department of Health Care Services (DHCS) and as a public health nurse through the California Board of Registered Nursing.
To commemorate her accomplishments, Ms. Fernandez earned a Special Acknowledgement Quality Award and a Most Improved Quality Award through the California Department of Health Care Services, became a featured member in Covington Who's Who and received a Professional of the Year recognition through Strathmore's Who's Who Worldwide. In a career filled with highlights, she is most proud of the networking, both personally and professionally, she has achieved in her field. Looking toward the future, Ms. Fernandez aims to continue in her current role to improve the health care and services provided in the communities served.
