Schwarz, MD, JD, with the Albert Nelson Marquis Lifetime Achievement Award. Dr. Schwarz is an experienced mental health physician and attorney and the president of Associates in Adolescent Psychiatry, which he established in 1961. He serves as an expert in health care law. Frequently consulting with government agencies and health care providers regarding the integration of federal, state and operational systems with respect to providing and funding health care. He is actively involved in matters relative to the civil rights of the mentally ill. He is also actively involved in the interpretation and application of the Individuals with Disabilities Education Act which has made local school districts the largest provider of mental health services to children and adolescents with statutory obligations which school districts are not prepared to meet.

Throughout his extensive career, Dr. Schwarz has held appointments as the director of child psychiatry at Rush University Medical Center in Chicago and as the director of biological laboratories at the Institute for Psychosomatic and Psychiatric Research and Training, Michael Reese Hospital Medical Center, in Chicago. Following his Residency in Detroit, he was a postdoctoral student in Molecular Biology and Physical Chemistry at the Massachusetts Institute of Technology. He then ran a Pulmonary Physiology Laboratory dealing with protective systems for flight at near vacuum altitudes at the USAF Air Research and Development Command Aero-Medical Laboratory where he also served as Medical Liaison to the USAF Aircraft Nuclear Propulsion Program. In addition to various attending and consulting roles, he was also the clinical director of adolescent services at Riveredge Hospital in Illinois and the chief of child psychiatry liaison services at the University of Illinois College of Medicine and Institute for Juvenile Research in Chicago. As an educator, Dr. Schwarz notably held faculty positions at the University of Illinois, Indiana University, and the Stritch School of Medicine at Loyola University. He was also visiting professor in the department of ministry at Saint Mary of the Lake Roman Catholic Seminary.

During Dr. Schwarz's tenure at the University of Illinois, he was involved in the restructuring of the operating modes for the Illinois Department of Mental Health inpatient system. He also leveraged his expertise as both an attorney and physician regarding a series of civil rights cases and lawsuits for mentally ill patients across multiple different states. Among other accomplishments, Dr. Schwarz was successful in enforcing 14th amendment liberty rights of the mentally ill.

As a seasoned physician and scholar, Dr. Schwarz has contributed articles to numerous peer-reviewed and classified publications and co-authored textbooks. He has also volunteered his time to writing state mental health statutes. He has been active in class action litigation to protect the civil rights of the mentally ill.

Prior to embarking upon his professional journey, Dr. Schwarz received a Doctor of Medicine at Wayne State University in 1950, followed by an internship and residency in internal medicine and psychiatry at Wayne State University/Detroit Medical Center. He was a graduate student in mathematics and chemistry at Ohio State University and in technology at the Oak Ridge Institute. He also received a Doctor of Jurisprudence from Loyola University School of Law in 1983. Dr. Schwarz currently holds a medical license in the state of Illinois and is certified in psychiatry by the American Board of Psychiatry and Neurology, Inc.
