Ms. Minor's early education was in the Baltimore City public school system. After pursuing coursework in political science at Ripon College with the intent of becoming an attorney, Ms. Minor received a Bachelor of Science in mass communications from Towson University in 1977, where she realized that law was not her preferred field. Following her commencement from Towson, she began her career as a software developer for Dames & Moore, an environmental engineering firm in Bethesda, MD. between 1979 and 1980 and as principal at Oracle Corporation also in Bethesda, MD from 1980 to 1981. She subsequently gained valuable expertise in the field as a consultant for Digital Equipment Corporation (DEC) from 1980 until 1982, and earned a Bachelor of Science in computer science from the University of Maryland Global Campus in 1983. She eventually became the first Management Information Systems (MIS) director for Network Solutions, Inc. In 1991, Network Solutions was awarded the contract to operate the domain name registry on behalf of the U.S. Defense Information Systems Agency. The company's mandate was to register domain names in the .com, .org, .mil, .gov, .edu and .net domains, and this service was free of cost to customers. In 1993, the company was the sole bidder for the contract for operating domain registry service for .com, .net and .org domains, from the National Science Foundation, the first company to do so. At that time, the functions of registry and registrar were both performed exclusively by Network Solutions. The company would hold the position of the sole domain registrar in the world for these three registries for six years, until 1999. The company was also given the contract of maintaining the central Whois database of assigned names. Over the years, Ms. Minor has worked as an enterprise architect, consultant, and in management and analytical positions with such companies as Miaco Corporation, and Ernst & Young.
As the President/CEO of Infotek International, Inc. Ms. Minor's team worked on the General Arrangement Manpower and Maintenance Agreement (GAMMA) project for the GERALD R. FORD aircraft carrier that increased sortie generation 33 percent. The Gerald R. Ford (CVN 78) is the first new design for an aircraft carrier since USS Nimitz (CVN 68). While working with Lockheed Martin, she served as an enterprise architect and systems engineer for the damage control system on the Zumwalt class of U.S. Navy destroyers.
Since 1999, Ms. Minor has channeled her considerable expertise in project management and business analysis with Tec-Masters, Inc., the Naval Air Systems Command, Ms. Minor's firm Infotek International, Inc. as a subcontractor to Chenega Federal Systems supported the Department of Defense (DoD) High Performance Computing Modernization Program Office (HPMPO), she led the planning, development, deployment, and operation of several business systems. Likewise, Ms. Minor has worked as a social media strategist for small businesses, and as project manager and executive vice president of the Southern Maryland Minority Chamber of Commerce (SMMCOC), where she remains today as president and chief executive officer.
Alongside her work with the Southern Maryland Minority Chamber of Commerce (SMMCOC), Ms. Minor works as a social media business strategist, chief operating officer of Definitive Plumbing & Heating, where she ensures that the company maintains operational, tactical and cultural goals, and as owner and counselor with Pam Minor Consults (PMC). As a Veteran Administration (VA) Center for Verification and Evaluation (CVE) counselor, she supports veterans who are going through the Vets First Verification application process. Additionally, Ms. Minor is a counselor for small businesses and a procurement specialist with the Maryland Procurement Technical Assistance Center (MD PTAC). Due to her wide range of knowledge, she has contributed to such publications as "A practical experience with Ada," and a patent for an integrated smart hazard assessment and response planning system for a vessel.
A subject matter expert (SME) in her field, Ms. Minor has expanded upon her industry knowledge by earning a Lean Six Sigma Certification from Villanova University and an executive management certification through the University of Virginia Darden School of Business. In conjunction with her work, she is a mentor with the TGR Foundation, Tiger Woods' charity, a certified ONE Thing trainer. To commemorate her accomplishments, she has been honored with several awards through the Naval Air Systems Command (NAVAIR) and a grant from the Southern Maryland Minority Chamber of Commerce. In a career filled with highlights, she is most proud of working on systems that will remain (SMMCOC) long after she has retired for such companies as Lockheed Martin, where she worked on the Gerald Ford aircraft carrier. She is also honored to have hired and trained more than 400 interns for the Department of Defense. Looking toward the future, Ms. Minor intends to continue working with small businesses as a consultant.
On December 2, 2022 she will receive the prestigious BELL Maryland Business Advocates (MBAs) Award. She is being recognized for her dedication in strengthening small businesses across all corners of Maryland.
