Prior to his work in the field of law, Mr. Ottley studied at the Charles Widger School of Law at Villanova University, from which he attained a Doctor of Jurisprudence in 1996. Following this accomplishment, he earned admission to practice in the city and state courts of New York, as well as before the U.S. District Courts for the Southern and Eastern Districts of New York, the U.S. Court of Federal Claims, the U.S. Court of Appeals for the Second Circuit, and immigration courts. He currently serves as a peer reviewer for the Journal of the American Academy of Physician Assistants, having previously sat on the editorial advisory board of ADVANCE for Physician Assistants between 1998 and 2004. Also dedicated to civic advocacy, Mr. Ottley worked extensively in local government, having served on numerous health care and advisory committees for Major Owens, a former member of the U.S. House of Representatives and state senator of New York.
Before venturing into the field of medicine, Mr. Ottley attended the St. John's University College of Pharmacy and Health Sciences, where he received a Bachelor of Science in 1989 and certification as a physician assistant through the Bayley Seton Hospital Physician Assistant Program in the same year. Well qualified in matters of health care and service, he has been licensed as a life, accident and health insurance consultant and as a surgical physician assistant by the National Commission on Certification of Physician Assistants.
