Having accrued more than 50 years of experience in regulatory law in the fields of pipeline safety and surface transportation, Mr. Felder has found success as a self-employed consultant. In this capacity, he serves as a safety consultant with a specialty in administrative law related to pipeline safety. Since 2000, he has focused his efforts on preventing and addressing risks to protect such underground infrastructure as pipelines, internet and water and sewer lines. His pipeline clients include Southern Companies, BP, Southwest Gas, Ferrellgas Partners LP, the cities of Richmond and Norfolk, and many others.
Outside of his primary career efforts, Mr. Felder is the founder of the Common Ground Alliance, which he established in 2001 to devote resources to help alleviate the consequences of excavation and construction damage to all buried utilities. Notably, he organized 160 working volunteers representing utilities, regulators, one-call centers and the excavation community to complete a study that highlighted a need for improved communications and shared responsibility to prevent injuries and property damage to people who live and work around buried utilities. The organization grew to 16 board directors, with seven working committees, operating from contributions given by utility companies, excavation companies and the government. In recognition of his excellent work launching the organization, Mr. Felder was inducted into the Common Ground Alliance Hall of Fame in 2014.
Prior to his current role, Mr. Felder began his career working at the Interstate Commerce Commission regulating the rates and practices of railroads, trucks, buses, barges and pipelines. He advised on the filling of positions on Federal Boards and Commissions with the Office of the Presidential Personnel during the Clinton Administration. He was also the vice president of government affairs and the head of the Washington, D.C. office of the Transamerica Interway Corporation, after which he became a partner with Arnall, Golden and Gregory. In 1995, he accepted the role of Associate Administrator for Pipeline Safety for the Pipeline and Hazardous Materials Safety Administration at the United States Department of Transportation.
Prior to embarking on his professional journey, Mr. Felder earned a Bachelor of Arts in government from Cornell University in 1968. He went on to attain a Doctor of Jurisprudence in administrative law from the New York University School of Law in 1972. Having successfully created the regulatory structure for pipeline safety in the United States, protecting the safety of people working with and living near underground structures, he intends to continue excelling in this area.
