Mr. Nadi is an accomplished civil, transportation and traffic engineer with more than 30 years of experience in city planning, construction, project planning and management and land development. In 2008, he took ownership of Quest Investments Corporation, for which he currently serves as president. In his role, he acts as a consultant for real estate developers and engineering firms and performs feasibility studies for residential and commercial development. Mr. Nadi serves as a mediator for landowners and local and state governments as needed to resolve issues related to engineering or rezoning. He utilizes his extensive experience in the field to construct rezoning analyses and devises plans for development and construction projects.
While living in Afghanistan, Mr. Nadi began his career as a highway design engineer for the Department of Public Works in 1973. Mr. Nadi moved to the United States in 1977, and he continued his higher education in the USA and then started working with the regional traffic engineering office of Virginia Department of Transportation (VDOT) in 1979. In 1983, he was promoted to the position of senior transportation planning engineer. Mr. Nadi joined the Design Management Group in 1988 in the roles of partner and vice president and was aligned with SCALE Construction and Engineering Company from 1992 to 1998 as president. Later, he was a project manager for BADR Inc. where he built the Colvin Run Shopping Center in Great Falls, VA. Mr. Nadi also served as the president of AFCO International Companies — a role he achieved in 2001. This was a result of the events of September 11, 2001; he felt he had an opportunity to help his people in Afghanistan and registered the company. When he then moved to Afghanistan, he planned to build a city financed by OPIC for 2 million people in Kanddhar. In 2007, Mr. Nadi joined Afghan Aspect Energy, LTD. as the company's president in Afghanistan.
Some of the most important projects Mr. Nadi accomplished in Afghanistan include Ayno Mina in Kandahar; this residential, retail and commercial project's total development size was approximately 10,000 acres with an overall estimated value of approximately $1 billion. It included the infrastructural development of elementary and middle schools, clinics, an orphanage and recreational parks. The other high point is the Kabul Maskan land development project; this mixed use apartment development is located in the heart of Kabul City. Seventy acres of land were planned for an apartment complex, schools, clinics, an orphanage, and a mosque, with adequate parking and a green area.
In 2010, Mr. Nadi was hired by the Department of Defense in the USA. He served as a strategic policy advisor to the chief of the logistics branch of the International Security Assistance Force (ISAF). Mr. Nadi founded the Afghan Builders Association in 2001 and served as its president until 2007. He is also a founding member of the Afghan American Chamber of Commerce and was a leading professional for the Afghan Expert Group, which works to implement counterinsurgency contracting guidance and the Afghan First Policy.
An alumnus of Kabul University, Mr. Nadi earned a Bachelor of Science in civil engineering in 1973. He then attained a Federal Highway Administration Scholarship for the Master of Science program at George Washington University and later completed courses in geometric design, hydrology, hydraulics, traffic engineering, signal design, signal timing, traffic management, and highway capacity analysis through the Virginia Highway Department and the Federal Highway Administration.
