Now celebrating 50 years of service as a practicing attorney, Mr. Briggs led the largest antitrust practice in the world and had the vision to open and expand his firm's European antitrust practice in Brussels at a time when others were shrinking. In just a few years, it had grown to more than 45 lawyers and become one of Europe's leading competition practices. On the heels of that success, he accepted the challenge of founding and managing the Washington office of the firm Axinn, Veltrop & Harkrider in 2009 and co-chairing its antitrust practice. The Washington office he founded has now grown to some 35 lawyers. Widely known for his expertise in antitrust and competition law, policy, and complex competition litigation, Mr. Briggs has been counsel of choice for a great many leading companies throughout the U.S., Asia, Europe, and Scandinavia. He has also been engaged as an expert witness in antitrust and competition by law firms and companies in Canada, Switzerland, the United Kingdom, California, New York, and Texas on a variety of contested antitrust matters. Headquartered in New York City, Axinn, Veltrop & Harkrider LLP focuses on counseling businesses in antitrust intellectual property, and high-stakes litigation.
Mr. Briggs formerly spent 35 years with Howrey LLP in Washington, D.C., beginning in 1973. In this capacity, he rose from associate to partner and served multiple terms as a member of the executive committee and chair of the antitrust practice group. Beginning in 2009, Mr. Briggs also spent a decade as an adjunct professor of international competition law at The George Washington Law School.
Apart from his work representing clients, Mr. Briggs has spent much of his career mentoring and developing younger lawyers. During his tenure with Howrey, LLP, he was responsible for helping numerous promising lawyers grow in their roles, many of whom went on to lead one or another major antitrust group at other respected firms.
Mr. Briggs has contributed to the field by authoring published scores of articles and book chapters on the subject of competition law and policy. Additionally, he served as the editor-in-chief for the American Bar Association's Section of Antitrust Law's flagship publication, Antitrust Law Developments, and as the executive editor for the international law journal of Georgetown University Law Center, Law and Policy in International Business.
As a respected member of the community, Mr. Briggs maintains his affiliation with several civic and nonprofit organizations, including the Metropolitan Club of Washington, D.C., the Harvard Club of New York., the Spee Club of Harvard, the Chesapeake Bay Yacht Club, and the General Society of Mayflower Descendants, among others.
Mr. Briggs graduated, cum laude, from Harvard College in 1965, with a Bachelor of Arts in English. He thereafter served as an officer in the U.S. Navy between 1966 and 1969, during which time he served two tours of duty in Vietnam. Mr. Briggs returned and enrolled in the Georgetown University Law Center, where he graduated with high honors in 1972. He has been admitted to practice in the District of Columbia, the Supreme Court of the United States, and nearly all of the federal appellate circuit courts. Upon graduation, Mr. Briggs served as a law clerk to the Honorable Frank Murray of the U.S. District Court for the District of Massachusetts.
Among his professional memberships, Mr. Briggs has been active with the American Bar Association where he served as the chair of its 10,000-member Section of Antitrust Law. He has also been elected as a fellow of the American Bar Foundation and the Litigation Counsel of America, the Trial Lawyer Honorary Society. Additionally, Mr. Briggs served for more than a decade as a trustee for the Legal Aid Society of the District of Columbia and as a member of several boards and advisory boards.
Mr. Briggs is a repeat recipient of the BTI Consulting Group's All-Star Awards based on repeat nominations from Fortune 1000 chief legal officers for "client focus, delivery of results, and exceptional understanding of clients' business." He has also been recognized by numerous other professional publications highlighting his career, including: Best Lawyers in America every year since 2005; Chambers USA every year between 2014 and 2018 (where he was described as "incredibly smart," "very articulate," and "a leader in his field"); and the Best of the Best by D.C. Super Lawyers in Washington, D.C., every year between 2004 and 2022. Furthermore, Mr. Briggs was profiled by the Global Competition Review as one of a small number of antitrust lawyers enjoying "A Decade at the Top" and, as a prolific writer on matters of competition law and policy, he has been honored with several writing awards. For his military efforts, Mr. Briggs received several accolades, notably being decorated with the U.S. Navy and Marine Corps Achievement Medal.
