After more than 32 years in government service, Mr. Garcia established Garcia-Lash Consulting LLC in Tucson, Arizona, as a litigation consultant in 2015. In addition to providing consulting services to prisons, jails, and correctional health care facilities regarding correctional and auditing practices, he provides expert advice about suicide prevention and health care of the incarcerated. Among other services, Mr. Garcia is a licensed notary who specializes in legal and real estate services.
Mr. Garcia's extensive background in the industry began as a Medical Technologist for the Department of Justice's Federal Bureau of Prisons in 1979. He later served as Assistant Regional Health Services Administrator. Chief Examiner for Health Services, and Associate Warden at several facilities for the Bureau, and was subsequently promoted to serve as the warden of the first U.S. federal prison outside of the continental boundaries of the U.S. in 1995 where he dealt with various Caribbean countries. Mr. Garcia also notably served as the senior deputy assistant director of medical care for the health services division of the Federal Bureau of Prisons between 1998 and 2000 where he was responsible for all health care facilities throughout the Bureau, including seven medical centers, before serving as the vice president of special operations for Prison Health Services Inc. from 2000 to 2001.
Among Mr. Garcia's most notable accomplishments, he had the opportunity to serve as one of the team leaders of the Federal Bureau of Prisons' program review division. In this capacity, he was involved in auditing all of the federal prisons throughout the U.S. and garnered recognition for being at the forefront of the program's current hospital and medical system.
As an extension of his work, Dr. Garcia spent many years in the classroom. More recently, he taught as an online adjunct professor at the University of Phoenix from 2008 to 2017, as an online instructor of business and political science at Strayer University between 2009 and 2012, and as an online course designer for the virtual high school at George Mason University from 2007 to 2012. Mr. Garcia also served as the principal at Corpus Christi School in Falls Church, Virginia, between 2010 and 2012, taught and served as the world languages department chair at Mountain View High School from 2006 to 2009, and taught at the Stafford County Public Schools' Drew Middle School between 2004 and 2006 after two previous years as a part-time substitute teacher for the district.
Civically, Mr. Garcia has been actively engaged with various local religious, nonprofit, and charitable organizations, namely as a public speaker, lector, and choir member of the Diocese of Tucson. Arizona, as the chair of the Stafford County, Virginia, fire commission, and as a fourth-degree knight of the Knights of Columbus. Additionally. He is a member of the National Eagle Scout Association and an Eagle Scout of the Boy Scouts of America. Most honorably, Mr. Garcia served 11 years in the U.S. Air Force before leaving as an E-5. Looking toward the future, he hopes to continue taking an active role within the Equestrian Order of the Holy Sepulchre of Jerusalem, as well as the Diocese of Tucson. Mr. Garcia also aims to assist in sponsoring scouting programs for the youth in the area with the assistance of the Boy Scouts of America's Catalina Council.
Mr. Garcia is highly educated, having first earned a Bachelor of Arts in psychology at the University of Guam. Followed by a Master of Public Administration at Missouri State University. He also studied at George Mason University where he completed all course work for a Doctor of Education in instructional technology with an All But Dissertation (ABD) at George Mason University and was inducted into the Golden Key International Honor Society. Furthermore, Mr. Garcia completed coursework for a graduate certificate in criminal justice and corrections at Salve Regina University, as well as certification in emergency management through the Federal Emergency Management Agency and certification in secondary education in history, social studies, Spanish, and structured English immersion for grades 6-12 through the Arizona Department of Education. Mr. Garcia is presently pursuing a second doctorate in Christian ministry at Newburgh Theological Seminary. He is fluent in both English and Spanish.
In recognition of his success, Mr. Garcia was honored with a Meritorious Service Medal by the health services division of the Federal Bureau of Prisons in 2000, a Provost's Circle Faculty Award by Strayer University in 2013, and inclusion in several professional publications such as Who's Who Among Hispanic American.
