For more than 40 years, Arbitrator Larney has succeeded in solo practice as a labor arbitrator, mediator and fact-finder of both public and private sector labor-management contract and grievance disputes. Having been involved in effecting settlement agreements by mediation and resolving grievances by arbitration decisions in a multitude of complex cases, Arbirator Larney has earned a reputation among labor and management advocates for his fair and impartial handling of disputes.
Arbitrator Larney began his career as an Instructor of labor economics at the Illinois Institute of Technology. At the time of his appointment, he was the youngest member of the full-time faculty at the Institute. After five years of teaching at the college level, Arbitrator Larney resigned to assume the position of labor economist with the US Department of Labor in Washington, D.C. Two years later, he received appointment to be Executive Director and Federal Officer of the National Commission for Industrial Peace, created by presidential executive order as a part of the Wage-Stabilization Program. Among the Commission's mission was to study the Nation's major labor laws and make recommendations to the President as to how the Government could be most helpful in achieving the goal of encouraging labor and management representatives in particular industries to develop and implement procedures to facilitate resolution of disputes and constructive bargaining in the public interest. To that end, the Commission presented the President with ten specific recommendations in its Final Report. As a means of implementing those recommendations, Dr. Larney transferred to the Federal Mediation and Conciliation Service to continue the Commission's work. When that work was completed, Dr. Larney accepted an appointment as Commissioner with the FMCS, field mediated in the Chicago Regional Office for five years and then resigned to begin his solo practice as a labor arbitrator, mediator and fact-finder.
During his career arbitrating and mediating labor-management disputes, Dr. Larney served as chair of the labor-management committee of the American Arbitration Association's Chicago Region for two years. Dr. Larney also served as President of the Chicago Chapter of the Industrial Relations Research Association. Dr. Larney was admitted to the prestigious National Academy of Arbitrators in 1985 where he has served on numerous committees and continues as an active Academy member. Dr. Larney received a Bachelor of Science Degree in Business Administration from the University of Illinois, Champaign, a Master of Business Administration in labor and industrial relations from Northwestern University and a Doctor of Philosophy Degree in labor economics and industrial relations from the Illinois Institute of Technology.
Looking forward, Dr. Larney is preparing to retire after rendering his final arbitration decision and handling his last mediation in the near future. Following retirement, Dr. Larney anticipates writing a book about his professional life as an arbitrator and mediator and perhaps as well as, a memoir of his personal life with his wife and family.
