Dr. Koch has enjoyed a fulfilling career in national security that has spanned almost 50 years. An expert in non-proliferation and threat reduction, she has served in high-ranking governmental positions, including senior adviser to the under secretary for arms control and international security for the U.S. Department of State, director of proliferation strategy for the National Security Council Staff, and acting principal deputy assistant secretary for strategy and threat reduction for the U.S. Department of Defense. Since 2005, she has used her extensive expertise as an independent consultant, conducting studies and analyses and teaching graduate courses on topics including arms control, weapons of mass destruction and deterrence. She is a distinguished research fellow for the Center for the Study of Weapons of Mass Destruction at National Defense University, an associate faculty member in Missouri State University's Department of Defense and Strategic Studies, a senior scholar at the National Institute for Public Policy and a member of the Sandia National Laboratories Board of Managers and State Department International Security Advisory Board.
Dr. Koch has been recognized with significant honors throughout her career, including a Presidential Distinguished Executive Rank Award (1998), Presidential Meritorious Executive Rank Award (1996), five Department of Defense Medals for Distinguished Civilian Service (1989, 1990, 1993, 1995 and 2001), a Department of Defense Nunn-Lugar Trailblazer Award (2016) and Office of the Secretary of Defense Medal for Exceptional Public Service (2020). Other awards have included a Mount Holyoke College Alumnae Achievement Award (2019), a Department of State Meritorious Honor Award (1993) and an Arms Control and Disarmament Agency Distinguished Honor Award (1992).
In 1964, she graduated with honor and great distinction from Mount Holyoke College with a Bachelor of Arts in political science. She next enrolled at the University of Strasbourg, Centre Universitaire des Hautes Etudes Européennes, earning a diploma in 1965. Her education continued at Harvard University, from which she obtained a Master of Arts in 1968 and a PhD in 1972, both in political science. A highly respected scholar and prolific writer, Dr. Koch went on to author dozens of academic articles and book chapters throughout her career in the areas of her expertise.
