Notably, she has spearheaded initiatives to institute human trafficking laws in South Carolina, having also contributed to the first online certification course in the subject through the American Case Management Association and drafted and passed the Safe Harbor Act to Protect Exploited Minors in South Carolina.
Backed by her considerable expertise, Ms. Houbion presently excels as the founding owner and president of ReZolve LLC, which offers business services for buyers and suppliers worldwide. As the head of the organization, she raises funds for non-governmental organizations, addresses elder abuse and fraud, as well as human trafficking and child marriage, and works to pass equal rights amendment legislation. Alongside her work with ReZolve, she serves on the Board of the South Carolina FBI (Federal Bureau of Investigation) Citizens Academy Alumni Association, through which she and the other alums work to foster safe communities.
To prepare for her professional endeavors, Ms. Houbion earned a dual Bachelor of Arts in philosophy and French area studies from Pitzer College in 1968 and a master's degree in project management through the Keller Graduate School of Management at DeVry University in 1996. Later, in 2021, she also completed human rights education and diplomacy and protocols training through the U.S. Institute of Diplomacy and Human Rights. Additionally, she is a licensed and experienced private investigator.
In recognition of her outstanding body of work, Ms. Houbion earned an Award of Excellence for helping to organize the first social work conference focusing on human trafficking through Coker University in 2012. That same year, she also received a Certificate of Appreciation through the 108th Ordinance Battalion, 171st Infantry Brigade in Fort Jackson, South Carolina for providing a human trafficking workshop for 600 soldiers. In 2013, she was named Public Citizen of the Year by the National Association of Social Workers' South Carolina Chapter and has been highlighted in such distinguished publications as Forbes Magazine and the Wall Street Journal. Always one to go above and beyond the call of duty, Ms. Houbion contributes to women's organizations, serving on the boards of Zonta and American Women for International Understanding (AWIU).
While her career has been filled with standout moments, Ms. Houbion is most proud of the impact her work has had on others, and of becoming a subject matter expert in illicit massage businesses, which has helped to rescue women who have been forced to work in said businesses. She credits her professional success to her pilgrimage experience in Israel, where she prevented a bus she was riding from hitting a tree and an apartment building, saving the lives of the bus driver and passengers. The incident helped her realize that she recognizes risks, which has facilitated her success in many ways, including her personal and career decision-making processes. She believes that she inherited the trait from her parents.
Looking ahead, Ms. Houbion is determined to continue doing her part to end human trafficking, elder abuse and fraud, in order to make a positive difference in people's lives. In addition, she looks forward to the release of her book, "The Tale of the Master Rug Beater," achieving her childhood dream of publishing a book. She also plans to spend more time with her grandchildren.
