An expert in his field, Dr. Scott holds a Bachelor of Science in engineering with a minor in business administration from Northern Arizona University and a Master of Science in civil engineering, construction engineering, and management from the University of Washington. Additionally, Dr. Scott received a Master of Philosophy in leadership and organization change and a Ph.D. in management from Walden University. Over the years, he has expanded upon his professional knowledge, completing executive programs through the University of Michigan's Stephen M. Ross School of Business and the University of North Carolina's Kenan-Flagler Business School.
In recognition of his outstanding service, Dr. Scott was awarded a Legion of Merit, four Meritorious Service Medals, and an Engineer of the Year Award through the U.S. Navy. Likewise, he won an Exceptional Service Award and an Outstanding Leader Award from the Bonneville Power Administration. While his career has been filled with highlights, he takes the most pride in his service in the United States Navy, which prepared him for his remarkable leadership accomplishments that followed, including being on the board of a mental health organization that delivers services to children and families. Other standout moments include playing a vital role in the unprecedented response to six major hurricanes, including Katrina, for the Navy and other Federal Activities in the southeastern United States and orchestrating an 84% improvement in delivering a half-billion dollar capital improvement program on the crucial electrical transmission grid at the Bonneville Power Administration.
