Leveraging more than four decades of excellence in agricultural economics, Dr. Segarra has earned distinction as an emeritus professor with Texas Tech University. Since being conferred emeritus status in 2021, he has focused his efforts on research on natural resource economics with an emphasis in water management.
Prior to his current role, Dr. Segarra began his career as a graduate research and teaching assistant with the University of Missouri-Columbia in 1980 and became a post-doctoral research associate for Virginia Tech in 1982. Following this time, he served as a visiting scholar for the economic research service of the United States Department of Agriculture and the United States Department of Agriculture until taking a role as an assistant professor for Texas A&M University and Texas Tech University in 1987. He continued his career with the institution as an adjunct faculty member in the agricultural economics department at Texas A&M University until retiring in 2020.
Over the course of his professional life, Dr. Segarra has contributed articles to 430 professional journal articles and other publications and has raised $17 million for research and endowment funds for the Department of Agricultural and Applied Economics. Having been key to numerous international food production programs, he served in more than 120 graduate committees in agriculture, including working on devising a system involving a per unit of water used with a team in Oman, enabling them to increase calorie production by 50-fold. He and his team were able to convince producers to raise tilapia fish, which is more profitable for families with low-income resources.
In Texas, Dr. Segarra worked on a program wherein farmers used waste water to raise crops, collaborating with engineers to create alternative production systems that reduce water usage by 60% with a low energy precision application irrigation system. He also worked with the Texas Water Development Board to formulate policies and design two programs that would facilitate farmers to adopt advanced irrigation systems. In recognition of his stellar work, he was honored with a Lifetime Achievement Award from the Southern Agricultural Economics Association, for which he had served as the president.
Prior to embarking on his professional journey, Dr. Segarra earned a bachelor's degree in economics from the Universidad Autónoma de Nuevo León in Mexico in 1979. After immigrating to the United States, he attained a Master of Science in agricultural economics from the University of Missouri-Columbia in 1982 and a Doctor of Philosophy in agricultural and applied economics from Virginia Tech in 1986.
Within the coming years, Dr. Segarra intends to continue to have a positive impact on the lives of many and strives to pass on his legacy to his grandchildren. He believes that if he's able to impact the lives of others, then his legacy will carry on.
