After a 30-year career as a civilian working for the U.S. Navy, Ms. Downing established Created4Change LLC (C4C) in 2022. As a respected change agent who garnered extensive expertise in human resources, strategic planning, process improvement, and compliance inspections, she brings a wealth of knowledge to others through her woman and minority-owned small business. Among a myriad of services, Ms. Downing offers business consulting, coaching, training, leadership development, process improvement services, and church administration expertise to assist individuals and small business owners in gaining insight into how they can improve their businesses. Notably, all C4C's services take place via video conferences.
Ms. Downing notably served with the U.S. Department of the Navy from 1986 to 2015. Prior to retirement, she served as an activity inspector general for the U.S. Department of Defense. Among other accomplishments, Ms. Downing contributed to an anthology as the co-author. The opportunity exposed her to other writers, including several bestselling authors.
Looking toward the future, Ms. Downing envisions hiring several staff members at C4C to assist with training sessions. She also plans to focus more on branding her company and expanding into a larger market.
Ms. Downing has been dedicated to community service work as a volunteer for the Mary N. Smith Cultural Enrichment Center, the Eastern Shore Healthy Communities, the Eastern Shore of Virginia Community Foundation, and the Eastern Shore Community College Foundation. She is also a member of the National Pan-Hellenic Council Eastern Shore, a nationwide council comprised of several African American fraternities and sororities, and a member of Delta Sigma Theta Sorority Inc. Furthermore, Ms. Downing serves as the executive ministerial assistant at Jerusalem Baptist Church and a community advocate for various boards, committees, and commissions relating to ministry, education, and other noteworthy causes.
As a graduate of Norfolk State University, Ms. Downing received a bachelor's degree in accounting in 1989. She holds a lean six sigma black belt.
Ms. Downing was recently honored by the Iota Alpha Alpha Chapter of Omega Psi Phi Fraternity, Incorporated with the Oscar J. Cooper Award in recognition of her work. She attributes her success to her faith in God and having good mentors in her professional and her personal life.
